Status Quo Of Administrative Monitoring In The Field Of Sharing Economy And How To Improve

In recent years,as emerging enterprises such as Uber and AirBnB receive the favor of the capital market and consumers,a new business model,as named “sharing economy”,is coming into shape.Currently,valuation of sharing economy enterprises reaches over 10 billion US dollars.The market value of AirBnB,a renting platform,has already surpassed that of Hyatt,a chain hotel;while the valuation of Uber is equal to that of Hertz,a longstanding car rental company.Sharing economy not only brings innovation to business models,but also arouses discussion of whether it needs supervision and how to supervise.On the surface,the problems with sharing economy seem to be a conflict caused by a dismatach of market demands and fair competition;underneath the surface,it is a conflict between sharing economy under the background of internet plus and original supervision mode of the government.Supervising sharing economy requires a new supervise mode that can connect traditional model with modern ones.While it is a test for the wisdom and ability of execution for the government,it also provides new opportunities for government in the internet plus era to improve administration idea and reform supervision mode.In China,on July 27 th,2016,< Interim Measures for network reservation of taxi management > was issued,signifying the legalization process of app-based ride-hailing cars,which have lasted for nearly two years,finally received confirmation from the government level.Therefore,the writer of this thesis analyzes the status quo and problems existed in the industry,connects with the realities of this country on the basis of learning from foreign experience,and offers advice for optimizing app-based ride-hailing industry supervision system to better standardize the overall development environment of the industry.This thesis stands upon the interdisplinary characteristics of supervision,on one hand studies,from the perspective of both rationality and legitimacy,the administration supervision of internet sharing economy field,focusing on questions of who should supervise,how to supervision,the degree of supervision and the boundaries of supervision.On the other hand,the author digs into the root,through analysis of classic cases,to discuss,from multiple perspectives,existed problems of sharing economy market supervision in the country.Lastly,the author attempts to approach these four questions theoretically to come up with measures to conduct internet sharing economy market supervision.
