A Follow-up Study Of The Sustainability Of Local Governments' Innovation

With the acceleration of reform and opening up,the people's demands and expectations of local governments is becoming higher and higher.The innovation of local governments has become an effective way to meet the demands of the people's interests and maintain social harmony and stability.The innovation of local governments has gradually become an inexhaustible source of promoting the political development and the reform of institution.As a developed province in the eastern coastal areas of China,Guangdong is not only a big province for local governments' innovation practice,but also a strong province for local governments' innovation quality.In order to understand the sustainable characteristics of the local governments' innovation in Guangdong province in a timely and comprehensive way,this paper carried out a follow-up study based on the 18 awarding projects of “China Local Governments Innovation Award”.In this study,the details of the 18 award-winning items are combed.It is found that the local governments' innovation projects in Guangdong province are not only diverse,but also have distinct characteristics of convergency,equilibrium,stage and continuity.The sustainability of local governments' innovation can be expressed as whether the innovation projects of local governments is still in the dimension of time and space.Combining the survey questionnaire and the news media reports on the award-winning projects,the sustainability types of local governments' innovation award projects in Guangdong province can be divided into total termination type,local continuous operation type,local diffusion type and national diffusion type.The good social effects and comprehensive benefits of local governments' award-winning projects are prerequisites for local governments' innovation and sustainability.The sustainability of the award-winning projects of local governments' innovation in Guangdong province not only depends on the support of resources such as human resources and financial resources,but also on good working environment,tolerant public opinion environment and favourable policy environment.The flow of government power is a one-way flow from the central to the local level,which determines the vertical relationship between all levels of government within the government system.Fundamentally speaking,the sustainability of local governments' innovation in Guangdong depends on the benign interaction between vertical governments.When superior leaders and senior officials affirm and praise,the local governments' innovation award projects are easily spread;when higher leaders and senior officials repress and restrain,the local governments' innovation award projects are completely terminated.Besides,the influencing factors of sustainability of local governments' innovation include public engagement,institutional environment and local cadres.
