Innovation Diffusion Of Sponge City

Since the 21 st century,the process of China urbanization has speeded up.With the influence of climate,extensive economic development and city construction,China has faced increasingly serious ecological problems.And we need comprehensive solutions to solve these problems.In 2013,general secretary Xi proposed to build sponge city,which has the ability of natural deposit,natural infiltration and natural purification.Then ministry of housing and urban-rural development,and ministry of water resource has issued policy documents,such as construction guidelines.At the same time,they carried out policy pilot.Under the impetus of central government,there are more than 200 cities which have construct sponge city.This paper takes 282 prefecture-level cities in mainland China as the research objects.We'd like to have an overview of construction status and trends of sponge city in China.Based on the review of innovation diffusion theory and promotion tournament theory,we build the theoretical framework.Then we did empirical test to analyze influencing factors of sponge city diffusion process by EHA.Based on the research findings,we give some policy suggestions to promote diffusion of sponge city,coordinate urbanization and ecological environment,and to achieve sustainable development.According to the results of data analysis,this paper draws the following conclusions.Firstly,with the policy impetus of central and provincial government,224 prefecture-level cities have construct sponge city.The diffusion curve presents a classic S model.In the internal aspect,drainage length has a significant role in promoting adopting sponge city.Resource variables,such as GDP per capita,fiscal condition,don't affect adoption of sponge city significantly because of setting of dependent variables.In vertical and horizontal aspects,policy pressure and competition are important factors which can promote adoption of sponge city.Expression of public opinion on the internet also plays an important role in the process of innovation diffusion.From leader's characteristic aspects,education and major of mayor can significantly affect policy diffusion of sponge city.In order to meet China reality needs and above conclusion,this paper put forward some policy suggestions.We'd like to give some policy suggestions,such as optimization of performance appraisal system,establishment of innovation sharing platform,promotion of pilot city,construction of citizen demands expression platform and cultivation of highly educated professional talents.
