Study On Farmer’s Thought Of "anti-administration"

It is undeniable that the establishment of modern public administration theory has made indelible contribution to the field of public administration.However,with the changes of The Times,the centralism、homogenization、certainty of modernity are increasingly criticized by researchers,and the heterogeneity,disorder and uncertainty of post-modernity are favored by scholars.In order to conform to the demands of globalization and post-industrialization,public administration began to seek for transformation,and attempted to solve practical problems from the research perspective of post-modernity.In this process,Farmer as the representative of deconstructive postmodern public administration gradually came to shine.Farmer sees the theory of public administration as a language,which is the arrangement of information about public administration.On the basis of the concept of "antimatter" in physics,he proposed a reflective linguistic paradigm,namely "anti-administration".The core of the "anti-administration" is alterity,including be open to everyone、the preference for diversity,and the meta-narrative against the established order of subversion.On the one hand,"anti-administration" discusses deconstruction to the language of modernity,to deny the modern public administration in the administrative power and Weber’s rational bureaucracy-grade point of management methods,and it also discusses the limitations of particularism、scientism、technicalism、enterprise logic and hermeneutic,which calls the core characteristics of modern public administration theory.On the other hand,"anti-administration" is the construction of language of postmodernity.It regards thought as an administrative spirit,advocating the root mode of knowledge by deterritorialization way of thinking,breaking the research boundary between disciplines by multi-disciplinary perspective of synthesis,and promoting thinking as play of epistemology,justice as seeking of methodology and practice as art of theory of practice.Farmer’s exploration is bold and innovative,he was standing on the height of the original,to sublation of instrumental rationality,try to combine rational and value,advocate building up a new standard of public administration.Fly in the ointment is that his thought of "administrative" failed to reach consensus with other postmodern discourse theory of public administration,and it just stays on the level of self-talk and does not complete the construction of the system.
