Modern Public Administration. Social Construction: Logic And Enlightenment

Postmodern public administration theory has always been known as the academic frontier of public administration by Chinese scholars, who were confined to discuss its research methods and theories applied, not tap the meaning of postmodern public administration theory for Chinese administration research. Therefore, in order to reveal the postmodern public administration theory of "practical means", we need to sort out the logic of the Social Construction of postmodern public administration. Form the post-positivistic perspective, research on the existing Postmodern public administration theory with the literature research method, and in a comparative analysis of modernity and post-modernity to sum up the social Construction of postmodern public administration in research methods, logic and content. From analysis, the method of the social construction of postmodern public administration is post-positivism and Non-positivism (critical theory and constructivist); its logic have three perspective. Firstly, build the interpretation of public administration from many effects to criticize the drawbacks of modern public administration. Secondly, construct public administration, which suitable for post-modern scene and practice. Finally, its contents contains the discourse theory of public administration (public policy agenda and implementate), the language of public administration (the line of research), the spirit of public administration (design a better life, cultivate the citizenship's spirit, the public nature of administration). Although postmodern public administration subversion of modern public administration in many "narrative" and the principles, not only negate the rationality of modern public administration, but also expand the scope of narrative and the substance of public value by the basis of the dialectic of the modern public administration. Moreover, as the American public administration research, postmodern public administration is still a theory of "special-ism", the research of Chinese Public Administration can learn mission and thinking from postmodern public administration, and use the overall thinking and objectivity of dialectical thinking,which inherent in Chinese cultural, so as to research the "big issues" from Chinese public administration, and promote sustainable development of society and citizens progress.
