The ultimate goal of meteorological work is to assist governments at all levels to carry out social management functions in accordance with the law and to serve social development and the public at large.Human resources are the key factor in ensuring sound development of meteorology.County-level meteorological work is the foundation of the development of the meteorological services,County-level entities are crucial for cultivating talents.County-level meteorological stations undertake the tasks of building up the meteorological modernization system,the meteorological disaster prevention system,the meteorological service system,the technological innovation and talent management system,the comprehensive meteorological business system,should the functions of meteorological public service and social integrated management.Therefore,the building of a scientific and reasonable human resource management system in County-level meteorological stations is important not only to deepening the reform of meteorological structure,but also to the motivation of the staff there.The party Committee of China Meteorological Administration attaches great importance to the county level meteorological activities.The Committee always give priority to strengthening meteorological activities and enhancing talent cultivation at the grass-roots level.The Committee improving the talent cultivation environment at the grass-roots level.As a result of this project,staff of the meteorological stations at the county-level was more motivated.However,due to the historical factors and long-term policy factors,some problems still exist in the human resource management of county-level meteorological stations.They can not adapt to the development of meteorological stations.Lack of talents has become a bottleneck which restrict the development of their operations.This paper mainly expounds the research results of domestic and foreign talents,analyzed and explored the county meteorological stations,personnel training and the effectiveness of policy issues,found that there are still many incompatible county meteorological stations for personnel training,mainly used in the lack of scientific talent,the shortage of talents and the expansion of the needs of meteorological business development are highlighted,the training norms of meteorological personnel are not completely adapted to the needs of meteorological businesses,the training of employed personnel needs further specification and enhancement,and the practical effect of personnel training is not obvious.This paper also analyzes the present situation and effect of personnel training at T County-level meteorological station,analyzes the existing problems of personnel training at County-level meteorological station,and analyzes the reasons for these problems,and puts forward five countermeasures and suggestions,including establishing a sound personnel training mechanism.Construct the talent incentive system;Establishing and perfecting the mechanism of talent training and talent flow;Strengthen the training of high level and complex meteorological talents;Promotion of talents training by AB post system.Then,we will explore a model suitable for the training of talent at the county level meteorological stations,and provide some reference for the training of other meteorological stations at the County-level meteorological stations.
