Since May 18,1912,Yang Zengxin was appointed governor of Xinjiang to July 7,1928,he was assassinated.Yang Zengxin has been in Xinjiang for 17 years.Influenced by geographic and historical factors,the relation's between Xinjiang and the Soviet Union took dominant role in the period of Yang Zengxin's rule.Durring Yang Zengxin's administration in Xinjiang,the Xinjiang provincial government with the Soviet Union has signed three important agreements.By studying the process of Xinjiang local government diplomacy,the content of the agreements,the characteristic of agreements between two parties.Combined with the theory of international law,we can analyze and define the legal nature of these agreements.Know these agreements produced conflicts and contradictiongs in practice,helps us to reveal effects of the agreements between Xinjiang and the Soviet Union.The paper is divided into three parts:introduction,body,and conclusion.The introduction section mainly clarifies the background of the topic,review and methods.The text is divided into three parts.The first part mainly talk about the diplomatic relations between Xinjiang government and the Soviet Union.The second part on the basis of the relevant theories of international law,emphatically analyzed provincial government has the right to conclude international treaties,whether these agreements has the legal effect,and the legal nature of these agreements.The last part is mainly about the practice of these agreements in the act.The conclusion is mainly based on the analysis and argumentation of the foregoing part of this paper,and makes a clear definition and description of the legal nature of the agreements.
