Due to the special political stituation,the local government in Xinjiang and the Soviet Union(Russia) has launched a number of relatively independent external representations. During the period from 1918 to 1944, the local government of Xinjiang signed many treaties, including agreements, with the Soviet Union government. From the perspective of international law to analyze the agreements between Xinjiang and the Soviet Union, the paper reveal the process of Xinjiang local government diplomacy, the characteristic of agreements between two parties, positive impact and negative effects of the agreements and so on between Xinjiang and Soviet Union.The paper is divided into three parts: introduction, body, and conclusion.The body is also divided into four parts.The introduction section describes the significance of the topic, the current research status, reference, the basic concepts of the definition and basic description of the exposition.the text is divided into four parts.The first parts discusses the relationship between Xinjiag and Soviet Union in the Republic of China.It is divide into Yang Zengxin,Jin Shuren and Sheng Shicai master period in the diplomatic relationship between Xinjiang and Soviet Union,and to explain the social background of the subject of the thesis.The second part focuses on the agreement classification, the process of the signing and the effect of agreement.Which is divided into the discussion of the procedure and the effect of the equal agreement and the unequal agreement.The third part tells that the contradictions,conflicts and the related issues of the agreement between Xinjiang and Soviet Union.The fourth part discusses the characteristics and influence of the new agreement between two part.The conclusion part is a summary of the main body part.
