Research On The Current Situation,Problems And Countermeasures Of Township Judicial Office Community Correction In J County,Shandong Province

The establishment and implementation of the community correction system started late in China.As a major reform of the way of penalty execution,though it has been working hard for more than 10 years,there are still many problems to be solved in practice.The purpose of this paper is to investigate the current situation of the implementation of community correction in 13 grass-roots Township judicial offices in J County,Shandong province.Truthfully reflect the work of community correction as the forefront of the fort Township judicial community correction implementation work and summary of problems and the problems in the work of community corrections.Through the investigation,the author finds that the problems in the community correction work of the township judicial office of J County,Shandong Province,are mainly reflected in three aspects.Firstly there are some problems in judicial personnel and the configuration of hardware and software,such as J County judicial recruit civil servants and the ratio of male to female is out of balance,the professionalism of the community correctional staff in the judiciary needs to be enhanced,hardware and software equipment cannot meet the need of insufficient funds.Secondly,there are many problems in the management of the daily community correction in the judiciary.For example,the coordination between the public security and judicial coordination in prison,the unbalance of power and responsibility,the problems of social investigation before community correction,the resettlement convergence work just passable useless after community correction,the effectiveness of the daily management of community correction needs to be strengthened,the punishment management measures of community correction are too single to meet the needs and so on.On the last hand,the problems are mainly focused on the lack of social cognition and social resources involved in community correction,and can not use social resources to carry out community correction work effectively.This article first summarizes the general situation of the implementation of community correction in the J County of Shandong province.Through the questionnaire survey,statistics and analysis the problems of what the three aspects of the problems mentioned above,to reveal the deficiencies in the community correction work of the township judicial office in J county and the relevant legal problems to be further improved.Based on many literatures and successful experience of community correction work which we have got,combined with my own opinions that I put forward some perfect plans and opinions for township community corrections in J county.For example,optimizing the staffing of the community correctional team in the judiciary,strengthening the professional training of the community correction team inthe judiciary,improving the way to guarantee the work fund of the township judicial office,enhancing mutual cooperation between each departments,solving the problem of imbalances in the power and responsibility of the judiciary with different methods,perfecting the system of prejudgment review,perfecting and implementing the daily management measures,enhancing social awareness of community correction and improving social participation in community correction and so on.Through this survey,I hope to find the shortcomings of community correction in J county's township judicial office.Then put forward some perfect solutions for the related problems to make some contribute to the improvement of the quality of community correction in J County even make some contribute to the improvement of the community correction system in China.
