The Study On Traceability Legal System Of Agro-Food Quality And Safety

Agriculture is one of the most important basic industries in China.The quality and safety of agricultural products is not only related to the survival and development of hundreds of millions of people in our country,but also related to the economic development of our agricultural products in the international market directly.The quality and safety of agricultural products can not be separated from many factors,such as safety risk monitoring and evaluation system of agricultural products,system of market access for the quality and safety of agricultural products,traceability legal system of agro-food quality and safety,system of agricultural products recall,and standard system of agricultural products safety.In recent years,with the development of information technology in China,our state government has paid more and more attention to the establishment of traceability legal system of agro-food quality and safety.This system will play a positive role in protecting the food safety of our country,maintaining the healthy development of the agricultural products industry,establishing the trust of the public to the government,increasing the international competitiveness of the agricultural products of our country and promoting the research and development of information technology in China.At present,traceability legal system of agro-food quality and safety has been initially formed,but the relevant legal system is still not perfect.In 2017,the Ministry of agriculture first carried out the trial operation of agricultural products traceability platform in five provinces and cities,and it indicated that the state was accelerating the construction of the system to the public.This paper analyzes traceability legal system of agro-food quality and safety from five aspects.The first part is the introduction,which explains the significance of this research,the research status at home and abroad,the research methods,the research objectives and the innovation points.The second part defines the relevant concepts of the subject,introduces the historical evolution of traceability legal system of agro-food quality and safety in China,and expounds the economic theories related to traceability legal system of agro-food quality and safety from the perspective of economics,in order to provide practical and effective theoretical support for improving traceability legal system of agro-food quality and safety in our country.The third part finds out the current difficulties of developing the system through combined field investigation of pilot enterprises with the current situation of traceability legal system of agro-food quality in China.The fourth part compares the achievements of other countries in traceability legal system of agro-food quality and safety,and summarizes valuable experience to improve our system.The fifth part synthesizes the results of the first four parts,from the aspects of traceability subject,traceability object,traceability link,supervision and management,disciplinary measures and social common governance,and puts forward some suggestions for our country to eat the traceability system of agricultural products.
