| The construction of food production quality and safety traceability system is the core of ensuring food safety,an important way to meet the people’s demand for food safety,and an effective means to improve the level of supervision.At present,there are many studies on the traceability system of single food category in academic circles,as well as from one of the perspectives of information technology and economic construction,but there is a lack of the perspective of public management to apply the holistic governance theory to guide the construction of traceability system.Taking Hechi City’s characteristic food industry as an example,this paper makes a comparative analysis of the existing problems and causes of the traceability system by searching and studying the relevant literature at home and abroad,including traceability system and holistic governance,and combining with the results of field investigation of supervision departments and enterprises,mainly focusing on the lack of awareness of citizen demand orientation,decentralization of department management and information integration.In view of the existing problems,this paper draws up four elements,three modules and three safeguards as the main components of the traceability system from the conceptual level,the key level,the technical level and the guarantee level,and puts forward the construction strategy of food production quality and safety traceability system from the perspective of holistic governance. |
