The Implementation Of Agreement On Trade Facilitation In China

After 13 years of hard negotiations,the trade facilitation agreement finally came into effect in February 22,2017 and became the first multilateral trade agreement of the world trade organization.It is of great significance for improving global trade facilitation.As the world's first trade developing country,the entry into force and implementation of the trade facilitation agreement will not only contribute to the modernization of the comprehensive management system of China's ports,but also promote the export of Chinese products.From the Beijing meeting of APEC to the Hangzhou summit of the group of twenty countries,China has constantly released a positive signal to the world of economic globalization and trade facilitation,emphasizing the strengthening of communication and stability in the major economies in order to cope with the risks and challenges properly.As the world's largest trade country,the entry into force and implementation of the agreement will help create a convenient environment for customs clearance,boost the confidence of China's import and export enterprises,and thus promote the development of our foreign trade.Since China joined the WTO in 2001,the overall foreign tariff level has dropped from 15.3% to 9.8%,and the promotion of trade facilitation measures and the reduction of non-tariff trade barriers have become the main measures to promote liberalization in the field of goods trade.The accession to the agreement on trade facilitation will help our country to promote reform by opening up,accelerate the process of China's port modernization,improve the level of multi department management and supervision,and establish an efficient trade system for goods.China's trade facilitation reform refers to the reduction of transaction costs in international trade activities through a series of measures such as simplifying procedures,enhancing transparency,unified standards,improving standards,reducing restrictions and so on,thus promoting the free flow of goods and services,and realizing the simplification and coordination of international trade system and formalities.This is a trade with WTO.The goal of facilitation of trade facilitation is highly consistent.Most of the contents of the trade facilitation agreement involve the facilitation of Customs Trade,and the reform of Customs Trade Facilitation should be linked to the agreement on trade facilitation.Therefore,in the process of reform,the relevant provisions that do not conform to the agreement on trade facilitation should be revisedand perfected to ensure the comprehensive integration of the agreement on trade facilitation.In the thorough reform of the customs,the concept and principles of trade facilitation agreement on trade facilitation,such as fair transparency,simplification and coordination,are implemented to ensure that customs reform is linked to the agreement on trade facilitation.
