Study On The Implementation Deviation Of Grass-roots Government Purchase Of Public Cultural Service Policy In Lanzhou From The Perspective Of Policy Network

In the process of realizing the policy objectives,policy formulation is the basis and the beginning.Policy implementation is the key point to decide whether the goal can be reached.Any deviation in the implementation of the policy may lead to the failure of the policy.This not only makes the original goal of the policy failed to achieve,it is more likely to cause bad consequences.The earlier researching of policy implementation are concentrated on the arguments between top-down and bottom-up model,now the integrated model which combines the two has become the mainstream model for current research.The policy network theory emphasizes multiple subjects' participation in policy implementation.The mutual influence and close relationship between the inter-subjects arouse the interdependence of resources and the mutual confrontation of interests,and thus affecting the results of the implementation of the policies.Compared to previous research,it makes a more dynamic analysis of the current policy implementation.The higher-level government has formulated relevant policies,but it just has formulated implementation plans for solving the problems.The grass-roots government as a policy executor truly determines the outcome of the policy,and serves as the policy executor,the grass-roots government and policy makers as well as the policy-affected Stakeholders have varying degrees of interaction,and they are the cores of policy implementation.The interactive relationship between grassroots governments and multiple subjects influences the direction of policy implementation.Therefore,it is necessary to research it from the perspective of policy networks.This paper takes the policy network as the theoretical basis,and constructs the multi-subjects interaction network with the grass-roots government as the core in the implementation of the grass-roots governments purchasing of public cultural services in Lanzhou.Through the problems shown in the model,it analyzes the reasons for the implementation deviation of the purchase policy in Lanzhou,constructed the policy implementation network.the author believes that the current interaction patterns among the subjects in the implementation network are single,and lack of mature interaction.The government-led situation still exists,other participants are still dependent,cannot aggregate available resources for influencing the implementation of policies,especially the media-based issuers and experts as well as scholars in the professional networks,whose important role has been seriously neglected.These two networks did not have enough influence in the interaction model and eventually causing deviations in policy implementation.
