Research On The Governance Mode Of Urban Communities From The Perspective Of Public Participation

The community is the basic cell of the city,shouldering the functions of urban management and social services.It is the basic carrier of the residents' lives.The development of the community is related to the living standards and quality of life of each city's residents.Urban community governance is an integral part of social governance structure.The effectiveness of community governance is related to the process of social development.The 19 th National Congress of the Communist Party of China(CPC)has clearly put forward the need to comprehensively modernize the state governance system and governance capacity,especially by strengthening the construction of the system of community governance,moving the centre of gravity of social governance down to the grass-roots level and creating a pattern of social governance that is shared by all.From the perspective of public participation,this article takes the urban community governance model as the main line,and combines the background of the development of the big data industry era to explore a community governing model suitable for China's urban construction.First of all,this paper defines the basic connotation of public participation,urban community and urban community governance from the perspective of theory.On this basis,it combs the development history of urban community governance model in China and summarizes and summarizes the achievements in the field of community governance.Secondly,through the methods of literature analysis,comparative analysis,case study and so on,the paper analyzes the existing problems and causes of the governance model of urban communities in China,and enumerates and analyzes three innovative community governance models in China: Chaoyang,Beijing.District residents' proposal model,and based on the successful experience of community governance in the United States,Singapore,Japan and other foreign countries,and the concept of "Internet + community service",and the basis of broad public participation,Based on this,this paper attempts to propose a multi-smart urban community governance model and its path selection in the view of constructing a suitable public participation in order to promote the construction of future urban communities.
