The community is the basic unit of society,and the focus of social governance lies in the community.The Third Plenary Session of the Eighteenth Central Committee of the Communist Party of China clearly put forward the goal of social governance,and the Nineteenth National Congress of the Communist Party of China further proposed to shift the focus of social governance downward,and put forward the goal of creating a social governance pattern of "joint construction,joint governance and sharing".Community governance innovation continues to become a practical hotspot in social construction.The effective public participation of residents is the basic premise of realizing social co-governance.However,despite the strong promotion of social construction by the state and the participation of grass-roots social forces in public affairs,the problem of insufficient participation of residents in community governance still exists.Obviously insufficient.Therefore,promoting the public participation of community residents,stimulating and enhancing the power of community autonomy has become a common foothold for community governance practice innovation and theoretical exploration.Due to urban expansion and urban transformation,many large-scale commercial buildings have emerged in many cities in China,especially in the sub-centers or fringes of large cities.The residents of these new buildings form a huge "stranger community".Due to the complexity and peculiarity of residents’ backgrounds and social interactions,these new communities often show some characteristics that are different from the old ones in cities.The grassroots society is complex and diverse,and it is difficult for community governance to provide an operating paradigm in theory and practice.It needs specific and targeted classification research.Therefore,this paper focuses on the new urban community.This paper takes Guangzhou X Community as the research object.First,it continuously observes a number of public incidents of "rights protection" by residents of X Community,and then conducts a questionnaire survey on the public participation of community residents.On this basis,it analyzes how the collective action of residents in similar new communities can be effectively launched to promote the effective public participation of residents,how the public participation of residents can continue to operate for a long time,and various influencing factors;The designed social co-governance framework proposes the following countermeasures to promote the effective public participation of residents in new communities: arouse residents’ rights awareness and attract participation;enhance residents’ ability to participate in capacity building and strengthen participation;incubate public welfare organizations in new communities and participate together;Talented people,assist in participation;strengthen the supply of new community resource elements,and continue to participate.enhance residents’ ability to participate in capacity building and strengthen participation;incubate new community public welfare organizations and participate together;explore Talented people in the new community will assist in participation;strengthen the supply of resources and elements in the new community and continue to participate.
