On October 18,2017,General Secretary Xi Jinping represented the 18 th Central Committee at the 19 th National Congress of the Communist Party of China to present the title“Completely building a well-to-do society and winning a new era of socialism with Chinese characteristics” report to the General Assembly.The eighth part of the report made important explanations on “improving protection and improving the people's livelihood and strengthening and innovating social governance”.At the same time,“adhere to comprehensive and legal governance” was continually mentioned as the important point in the basic strategy of adhering to and developing socialism with Chinese characteristics in the new era.In particular,it needs to be pointed out that the “Country Revitalization Strategy”emerged as a national strategy in the 19 th National Report.Immediately after the publication of the State Council,the Central Document No.1 of 2018 was directly named “The Strategy of the CPC Central Committee and the State Council on Implementing the Revitalization of the Country.From the above,it can be seen that rural governance will serve as a key area for China's comprehensive construction of a well-off society in the future.Since the Eighteenth National Congress of the CPC,the Central Committee of the Party with Comrade Xi Jinping as the core has made a series of important decisions about the “rule of law China” construction.In many decisions,the “grassroots governance law ”is explicitly mentioned,especially on the fourth Plenary Session of the 18 th CPC Central Committee.The Decision of the CPC Central Committee on Several Important Issues of Comprehensively Advancing Rule of Law: “To promote grassroots governance by law.To fully promote the rule of law in accordance with the law,we should base at the basic level,and focus on the grass-roots level.”It is easy to see that grassroots governance is an important part of social governance,and the rule of law of grassroots social governance is of great significance to the construction of the rule of law in China.Promoting the rule of law in grassroots governance is a grassroots practice to achieve the rule of law in the national governance system.It is a basic link to achieve the rule of law and a basic condition for the people to become the masters of the country.Because there are many problems in the process of rule by law in the grassrootssocial governance,we must explore the path of rule by law at the grass-roots level according to the new requirements of grass roots governance,which is very important for the realization of rule by law in China.This paper will mainly discuss the current situation of grassroots governance in rural areas in China and the difficulties faced by the rule of law of grassroots governance.The article will be based on the author's field survey data,materials and experience,and will complete the writing of this article on the basis of references to others related research materials.In addition to the introduction and conclusions,the article will be divided into six chapters.The first part will carry out a conceptual analysis and definition of the theory of multi-elemental co-governance.The second to the fifth part will separately analyze the orientation and function of each subject in the process of the legalization of rural governance in China,and the difficulties faced by each subject in the grass-roots practice from the four main bodies of the grass-roots government,"two committees",grass-roots social organizations and grass-roots judicial organizations.And the author wishes to find problems and find out the path to solve the problem.The sixth part will proposes solutions to the dilemmas faced by the four main bodies.
