Research On Jiangbei Community Governance In Kunming From The Perspective Of Multi - Centered Governance

With the development of the times, the current social structure and the interestand value of our society is undergoing transformation and adjustment, ideas also havean important change. People’s awareness of urban communities are not limited tosome places to live, they gradually develop the urban communities as a gatheringplace of interests, the acting point of social management, the focal point of socialcontradictions and grassroots government ruling point of support. In this context, thestatus of urban communities study continuously rising and gradually becomeimportant administrative positions in our country. On the current situation of China’surban community development, contradictions and problems abound. Communityadministrative tendency serious, backward in community infrastructure, simplificationof governance body, inadequate service provision, reduced function of autonomy andother issues have severely inhibited the development of community governance. Inview of the seriousness of these problems, this paper chose urban community multiplesubjects’ governance for the object of study, Jiangbei Community in Kunming forcase studies, based on the theory of multi-center governance as the theoretical basis,to expand the governance research on multiple subjects of Jiangbei urban communityin Kunming.This paper start with define concept of community and its theoreticalintroduction, combining the practice of Jiangbei Community governance in Kunming,study the current situation and achievements of Jiangbei Community management inthe first part, pointed out the practical problems of Jiangbei Community governance,and secondly, trying to take advantage of multi-central governance theory andstakeholder theory to analyze the causes of multiple subjects governance issues inJiangbei Community of Kunming, finally, based on the current realities of JiangbeiCommunity, propose the relative suggestions. The first suggestion is change thetraditional concept of community management, restructuring the organizationalstructure of community management model; the second is foster many multiplesubjects and rationalizes the relationship between multiple subjects of community; thethird is inprove Jiangbei Community public serviec; the fourth is build the multiplesubjects participation of cooperation mechanism in Jiangbei community, to broadenand complete community governance through the institutional level, the leadership mechanism, sources of funding, monitoring mechanisms.Based on this，This paper has also made the preliminary conception, to proposethe specific target and path, then giving targeted strategies to specific problems ofJiangbei Community governance.
