Research On The Interactive Mechanism Of The Micro-reformation Of The Old Community In Guangzhou From The Perspective Of Cooperation Governance

The great development of our country's cities began with reform and opening up,and it was rapidly promoted in two ways: the expansion and expansion of the external space of cities above the designated size and the upgrading of the internal space of cities.However,because of the unreasonable dynamic mechanism of urban renewal,inadequate participation of relevant social entities,and the lack of urban renewal values,most of the urban renewal activities in China have been distorted into the synonymous of "real estate" as the driving force of "spatial profit".In 2015,based on a thorough review of the practical experience of the "Three old" renewal over the past five years,the Guangzhou municipal government put forward the "1+3" policy for urban renewal.The new policy introduced the “micro transformation” model for the first time.The scope of community micro-reconstruction is the community public space that is closely related to the community residents but does not fully play its role in the old community.The purpose of micro-transformation is not only the updating of the physical environment,but also embodies the multi-dimensional main body of the spiritual space.Cooperative governance.The interests involved in the micro-transformation of the old community are numerous and complicated,and it is an area where the government and the market are vulnerable to failure.Since the 1990 s,with the promotion of governance concepts on a global scale,community governance has become a complementary mechanism to compensate for government and market failure in the community.The micro-transformation of the old community is essentially community governance,and the different interests of the community can be reconciled through the process of forming relationships between the old community micro-reform and cooperation governance and generating interactions and taking joint actions to promote community development.The author constructs a theoretical framework for the interactive mechanism of cooperation and governance from the five mechanisms of dialogue,trust,negotiation,sharing,and institutional safeguards,and conducts field research and interviews with the typical case ?Yangzhong community in the micro transformation of old communities in Guangzhou.Based on the theoretical framework,this paper analyzes the static relationship and interactive process of the main body of micro-transformation cooperation governance in Yangzhong community.Discuss the problems and causes of the micro-reform cooperation and governance in the old communities in Guangzhou at this stage and try to give suggestions in order to provide some new ideas for the micro-reform cooperation and governance of the old communities.Since few scholars currently study the micro-transformation of urban renewal from the perspective of cooperative governance,the data that this study can draw upon is limited,and the proposed countermeasures need to be tested in practice.
