Local Legislation Research On The Type Of Active Adaptation

In recent years,there has been greater independence in social development and social management,and the law has been basically realized.In the past,the relationship between reform and legislation is more about the reform of the legislative work,and it is often the step of legislation to follow up the reform.However,there are some problems in this model.Without strong support from the law,there are many potential risks,and the reform may be stalled and difficult to break through.The relationship between reform and legislation needs to be reconsidered.In this paper,based on the actual,from the perspective of relationship between reform and legislation,and emphasized that legislation should lead the reform in the new period,and based on this,advances and analyzes the concept of active adaptive legislation,finally put forward the initiative of establishment and improvement of the adaptive mechanism.This paper consists of three parts: introduction,text and conclusion.The main text consists of four parts.The main contents are as follows:The first part is to take local legislation as the starting point,including discussing the function orientation of local legislation,the change of local legislative authority and the mechanism of active adaptation,the first and first try and the active adaptation.The second part studies the concept of active adaptive legislation.For active adaptive legislation to define the concept and nature of class discussion,analysis of its characteristics of nature,and compare respond to specific type,autonomous type concepts such as the difference between,finally to the legislation actively adaptive concept definition.After the third part,to clarify the relevant concept definition and nature,and to explore actively adaptive legislation deeper problems,theoretical basis,to the legislation of the active adaptive theory analyze and explore the background and theoretical basis,including the relationship between state and society,the development of the legal model,demand response mechanism,etc.The fourth part,mainly discusses the initiative of establishment and improvement of the adaptive system of local legislation,active adaptive local legislation in the relevant system design and analysis of the present system can be perfect in what ways and puts forward corresponding proposals,In the present practice,the author puts forward the color of active adaptive legislation in order to realize the goal of legislation leading the social development.
