Studies On Rural Social Governance Of ChaYouZhongQi

Identifying quality and fertility of hatching eggs are an important and hard work in With national economic development and social transformation,rural society meets many new opportunities and a lot of new problems.How to effectively address the current rural society to seize new opportunities to realize the effective governance of the rural society is under-researched topic.Effective governance of the rural society is the basis of promoting the modernization of national management system and management ability.also the stability and development of the rural social governance concern the national stability and social development,therefore,must embark on the reality demand and explore the effective path of the rural social governance to promote rural revitalization of the implementation of the strategy,finally achieve prosperous industry,ecological livable,local custom civilization,effective governance,the general requirements of good living.In this paper,the research object is ChaYouZhongQi in ulanqab,Inner Mongolia.It is divided into five parts to study the rural social governance.In the first part mainly illustrates the purpose of this study,the literature of the research at home and abroad illustrates the concept and theory,the content and method.In the second part,we review the history of the rural social governance of the chahar.It can be divided into three periods,the first time is the rural grass-roots regime of ChaYouZhongQi rural social governance system preliminary established period(1949-1958),the second period is the people’s commune system period of ChaYouZhongQi rural social governance(1958-1978),the third time is the "township village governance" system in the period of ChaYouZhongQi rural social governance(1978-present).Through reviewing the history,we hope to get some enlightening thoughts about the current rural social governance.In the third part,through to the field survey data and information of ChaYouZhongQi analyzes this seven governance status quo respectively is the basic situation of the research sample,the villagers for the township government’s credibility and satisfaction,the relationship between the township government and villagers’ committee,villagers’ concern for the village public affairs governance,the involvement of the villagers of village public affairs management,satisfaction with the villagers of village party branch and village committee,the rural social organization development situation.In the fourth part,researches the rural social governance problems and the reasons and find the ruralsocial governance body have many problems in rural social management concept,management system,governance structure,management ability.In the fifth part,combined with the ChaYouZhongQi’s rural social management history,with the new public service theory,the theory of governance and good governance theory as the theoretical basis,with the communist party of China pointed out in the report to the 19 th "makes the work sharing the social governance structure,strengthen the social management system construction,improve the party committee leadership,government responsibility,nongovernmental support and public participation,the rule of law guarantee of social governance system" as the general requirements,from management concept,management system,governance structure and governance capacity in four aspects,put forward the optimization of ChaYouZhongQi rural social governance countermeasures and suggestions.
