The Influence Of Village Cadres' Behavior On The Efficiency Of Rural Land Transfer

Rural land scale management provides strong energy for rural social development in the new period.After the reform and opeuing-up,the central government began to stimulate the enthusiasm of farmers land investment through strengthening farmers' right on contracting and managing land,and encourage the farmland market circulation to promote the development of agricultural regional scale management,so that they can improve the efficiency of farmland management,promote the development of rural society.However,there are some problems of low efficiency in circulating in the current transfer of rural land.The transfer of rural land is relatively small in quantity and low in quality.Therefore,it is difficult to fully achieve the benefits of rural land scale management.Village cadres are important participants in rural land transfer,and their behavior has a great influence on rural land transfer efficiency.Therefore,it is particularly important to explore the influence of village cadres' behavior on the efficiency of rural land transfer,the mechanism of influence and how to regulate the behavior of village cadres.The existing literature mainly focus on village cadres behavior,or a single aspect of rural land transfer.Hardly can we find literature which can combine the two together.Therefore,this study analyze the influence of village cadres' behavior on the rural land transfer efficiency based on agency theory,rational choice theory and social interaction theory,and uses 302 fanner samples from Jiangsu and Anhui province to conduct an empirical analysis.Finally,this study put forward suggestions about the standardize of village cadres' behavior from the perspective of system.During the theoretical analysis,this study set "village cadres identity-village cadres behavior choice-village cadres in the farmland changing behavior differences-village cadres behavioral differences impact on the farmland circulation efficiency" as main line to discuss.Village cadres have selection dilemma due to their dual identity.Rational is their rule to make choice.Under the interaction of all stakeholders in the village,village cadres are willing to maximize their social income.The stimulus of rural land transfer policy forces the village cadres to make corresponding feedback.The difference of the feedback represents the difference between the behavior of the village cadres,mainly including the attitude difference and the role difference.The difference of village cadres' behavior affects different aspects of rural land transfer.In the empirical study,the DEA-Tobit model was constructed to analyze the influence of village cadres' behavior on the efficiency of rural land transfer.The results of DEA model measure show that the comprehensive efficiency of rural land transfer in Anhui province is higher than that in Jiangsu province.From the perspective of different agricultural management subjects,the highest comprehensive efficiency of rural land transfer is from agricultural cooperatives.Ordinary farmers,family farms and big farmers are lower.The results of Tobit model measurement show that the attitude and role of village cadres have a significant positive influence on the rural land tonsfer efficiency.The cadres,behavior can promote the improvement of farmland transfer efficiency if they show their active in rural land transfer.To improve the efficiency of rural land transfer,it is necessary to regulate the behavior of village cadres in rural land transfer.Measures can be taken from these aspects,including the establishment of village cadres incentive system,improving supervision and evaluation system of cadres,in order to make village cadres participate actively in rural land transfer,eliminate the influence of adverse factors on the rural land transfer efficiency and promote rural land transfer efficiency improvement.
