| Strengthening the construction of market supervision institutions is an inevitable requirement for adapting to the rapid development of the market economy,which is an important guarantee for keeping the market stable,healthy and orderly,it is the important performance that national government system and ability modernizes level promotion.Since the 18 th National Congress of the Communist Party of China,it has been proposed to promote comprehensive law enforcement and establish an authoritative and efficient administrative law enforcement system with unified powers and responsibilities,to quickly build up and down linkage,fast high-energy,adapt to the requirements of economic and social development of the overall administrative law enforcement system and operating mechanism.The top-level design of the reform of the ministry system has absorbed the reform experience from the grass-roots level,especially the reform of the market supervision and law enforcement system.Today,the reform of the ministry system has once again become a hot spot of social concern.Therefore,through the method of Literature Research,case study and interview,this paper studies the comprehensive law enforcement reform in Nansha New Area,Guangzhou.When the new round of local government reform is about to start,it is of far-reaching practical significance to the study of the reform of large-scale department system.Starting from clarifying the basic concepts of urban management and comprehensive law enforcement,this paper studies the measures,conditions,problems and causes of the comprehensive law enforcement reform of urban management in Nansha District of Guangzhou City.Based on this,it puts forward reasonable suggestions on how to improve the comprehensive law enforcement reform in Nansha District of Guangzhou City from the perspective of comprehensive governance.This article plans to carry on the elaboration from five aspects.The first part,the background and significance of the thesis research,ideas and methods,the research status at home and abroad are discussed;The second part summarizes the theoretical basis of comprehensive law enforcement under the background of the reform of the major ministry system.The third part elaborates the general situation of comprehensive law enforcement in Nansha District of Guangzhou,the progress of reform,the effect of reform and the existing problems in law enforcement.The fourth part,detailed analysis of the comprehensive law enforcement reform in Nansha District of Guangzhou City problems,the reasons behind these problems are deeply analyzed;The fifth part,from the legal resources,the main body of law enforcement,team operation,responsibility mechanism and other aspects of the comprehensive reform of law enforcement,put forward countermeasures and suggestions to improve the Nansha District of Guangzhou City. |
