The excellent work from urban management and law enforcement officers can accelerate the pace of urban development, and on the contrary, the poor performance from the officers would hind the progress of the city. Strengthening the management of urban management and law enforcement personnel and improving its service level and service capabilities is increasingly becoming the focus concern for people. There exist some lower qualified urban management and law enforcement offers in the team, who perform improper law enforcement, and break the law intentionally during their work, seriously affecting the image of urban management. The key initiative to change the status quo is to strengthen the team-building of urban management and law enforcement, not only offering job skills training, but strengthening ideological quality, political literacy, professional ethics as well, striving to move closer to the professional law enforcement team. This paper based on both theoretical and social practical research, choosing urban management system in Wuhan as study base, doing field research of the issue from urban management and law enforcement. Firstly, summarize related theories and research results of human resources training at home and abroad, analyzing their feasibility and shortcomings. Secondly, study personnel training policies of urban management and law enforcement, including national policies on urban management, urban management rules and regulations of the various provinces and cities and the successful reform experiences. Combining existing problems, design three sets of questionnaires, using Wuhan Urban Management law enforcement officials as studying objectives, sorting out original data, using comparative analysis and predictive analysis and other analysis tools to interpret the information contained within the data, pointing out the reasons, associated mechanisms and results behind Wuhan Urban Management and law enforcement Team Building. Finally, provide solutions to the measures. This paper provides three views:to strengthen the personnel training system in Wuhan Urban Management and law enforcement is to improve supporting measures; organizational structure and supporting institution building and other factors would exert an impact effect on training for urban management and law enforcement officers; to strengthen the financial management training is to establish a scientific monitoring mechanism. There are two major innovations in this paper. One is the studying content creation, the first insight into Team Building of urban management and law enforcement officers, which is the first of its kind in the country with forward-looking. The other is research method creation, using the gray prediction model and other mathematical statistical methods to human resource management areas.
