Government participation play a major role in e-commerce adoption having the potential to make a positive contribution to e-commerce development or,more negatively,to place barriers in the way.Researchers have already tried to address some factors affecting Ecommerce in Nigeria;however, some of the challenges cannot be addressed without the government's support, while some can anyways. In this research,we examine the factors affecting ecommerce and the role of governments in ensuring those factors are taken care of,this is to ensure the successful adoption of a national electronic commerce strategy. We argue that government need to consider taking some steps in participating in the electronic commerce market and apply different strategies to differen t factors arising. The three main Objectives of this study is to understand the factors affecting ecommerce in Nigeria,to examine if government participation can influence the factors affecting ecommerce in Nigeria, and to propose ways by which government can participate in increasing citizen's adoption of E commerce. This study analyze different literatures to find out factors affecting ecommerce and how government has participated in improving ecommerce in other countries.Questionnaire was administered to Nigerians who are internet users. Results shows that although there is growing internet use for social media(leisure),Emailing, and more, citizens are yet to fully transfer their online time to e-commerce activities. The reasons for this may be that t here is currently little consumer protection for online purchase, and ICT supportive infrastructures are also lacking such as stable electricity, efficient transport system.Survey shows that trust is one of the major factors, followed by ICT supportive infrastructure system. However, the previous literature has researched about factors affecting ecommerce, but not trying to see the how government can influence the factors affecting ecommerce adoption. To address this gap, this paper investigates government participation to improve ecommerce adoption in the context of Nigeria mainly from the perspective of customers. The government could primarily get involved in ecommerce through regulations and policies centered at making the environment conducive for ecommerce adoption and also by investing in ICT supportive infrastructures which would make ecommerce more convenient and cheaper, government need also to step in as market regulator to ensure price of internet service is friendly and affordable. They could take advantage of social media, the press, training and education, and advertising campaigns to increase citizen awareness of ecommerce, but most of all making the atmosphere for ecommerce secured so that customers would feel protected.
