E-government has been acknowledged by all developing countries including Ghana as a tool for augmenting good governance. It has been described by scholars as the use of Information and Communication Technologies and internet by government to provide public services. These is done with the aim of engaging and empowering of citizens through the automation of ICT systems in public administration, streamlining and integrating workflows, effectively managing data and information and above all enhancing service delivery to citizens.Even though several studies have been conducted on the adoption of e-government at the national level, there still exist few studies on citizens? adoption of e-government hence the reason for this study.Using Technology Acceptance Model(TAM),this study engages the citizens(users of e-government services)on the factors that influence their adoption of e-government services. The study also examines the relationships among the factors of e-government adoption and good governance. It further identifies the challenges of citizens? adoption of e-government services and its propositions. This survey uses the mixed method research approach in analyzing and further discussing the primary and secondary data(survey questionnaires)that was gathered. This method allowed the researcher to do a triangulation and cross verification of the responses obtained from the field. The survey is associated to a case study research and makes use of three Ghanaian public institutions providing e-services including Driver and Vehicle Licensing Authority,Births and Deaths Registry and Ghana Police Service. It was revealed that the citizens were willing to adopt e-government services even though with some adoption constraints in the citizens? ability to use the government websites.Using the TAM,the findings revealed some of the influential factors of e-government adoption to include perceived usefulness, perceived ease of use, digital literacy and citizens? trust. It further confirmed that there were significant relationships among these factors and with good governance.Alternatively, high levels of perceived usefulness, perceived ease of use, digital literacy and citizens? trust are directly associated with high level of citizens? intention to adopt e-government services which also has a significant impact on good governance in Ghana. The good governance is assessed using accountability, discourage corruption, participation, transparency and judiciary objective and independent as indicators.Lastly,we also identified some challenges of citizens? adoption of e-government services including;inadequacy of ICT skills to access websites, financial affordance to acquire ICT gadgets, awareness of existing e-government services, culture of preferences for face to face communication and the age of users. Some propositions to curb these constraints were also identified.
