Evaluation Of Emergency Management Ability Of Urban Fire Accidents

The urban fire accident has been a factor hindering the urban development and seriously threatening the life and property safety of the citizens all the time.For the reason of the accident frequency and caused loss of life and property have been high,the city emergency management department for the fire accident inadequate regulation and improper disposal in recent years,the occurrence frequency of urban fire accidents and the resulting life and property losses trend to be increasing fierce.The emergency management capability evaluation of urban fire accidents is beneficial for the emergency management department to recognize its current situation,advantages and disadvantages in the urban fire accident treatment,provides basis for emergency work adjustment and improvement and helps improvement of the urban fire accident emergency management capability.The first part,through the analysis of relevant domestic and foreign research literature,the study summarize the basic concepts and theories of basic research of the sort.The second part,analysis the status and characteristics of urban fire accidents from each month,time,place,cause distribution characteristics of urban fire accidents,and summarizes the city fire emergency management key point for the establishment of evaluation index system foundation.The third part,on the basis of the whole process of management theory an,we study the emergency management for city fire accident prevention beforehand supervision,and the preparation,disposal,recovery phase.Accounting to this,the index system of city fire accident emergency management capacity rating were build.The fourth part,obtains the expert opinions through questionnaire,handles the questionnaire results through analytic hierarchy process,calculates the weight of each index and establishes the urban fire accident emergency management capability evaluation model with comprehensive weight grade method.The fifth part,conducts empirical analysis with Wuhan as the example,evaluates the urban fire emergency management capability on the basis of quantitative analysis and proposes adjustment and improvement recommendations.The study considers the relationship between the urban fire risks and the urban fire accident emergency management capability and emphasizes the importance of prevention and supervision and emergency preparedness in the urban fire accident emergency management work.The research results help the emergency management departments clarify the respective job responsibilities,strengthen standardized and scientific urban fire accident emergency management,provide a unified evaluation standard and provide basis for exchange and cooperation between different cities.
