A Study On The Governance Of Electric Bicycle In Guangzhou An Analysis From The Perspective Of Public Policy

With the advantages of time saving,low cost,low pollution,high pass rate,energy saving and environmental protection,the electric bicycle as a transportation tool has become the first choice for many people.The use and development of electric bicycles in large cities is rapid,but also brings difficulties in management.In order to deal wit h the problem of the management of electric bicycle,the Guangzhou municipal government issued a prohibition policy on November14 2006,so as to facilitate the management,a total ban on electric bicycles on the road.However,although the prohibition policy has been implemented for many years,Banned electric bicycle are still on the road.Electric bicycle "ban" and "put" controversy still exists.The implementation of the electric bicycle prohibition policy in Guangzhou is not recognized by all.The problems such as traffic violations,traffic accidents and road resource competition caused by electric bicycle have not been solved effectively.In fact,the city's electric bicycle management involves many areas,such as standard formulation,manufacturing,sales and use,The traffic department's implementation of "ban" or "punishment",and other aspects.It should be analyzed from the perspective of public policy,so as to treating both root causes and symptoms,and fur ther achieve good governance,improve administrative efficiency and quality of service management.Therefore,this article analyze the "ban" and "put" controversy of electric bicycle in Guangzhou from the perspective of public policy,through the investigation of the consultation,demonstration,formulation,implementation,evaluation,adjustment and other links,with the stakeholder and the interests of stakeholders in the governance process of electric bicycle,the demands of interaction through the empirical analysis,and how to realize the benefit expression and balance;using the new public management to analyze the problems of the market,the use,the standard and the "ban" policy o f the electric bicycle market;using the new public service theory to analyze the problem of the "ban" policy is difficult to implement and the public recognition of the "ban" policy is not high.Comprehensive study on the problems and countermeasures of Guangzhou electric bicycle public governance,suggest the multi linkage of the government market citizen;third party on the development of electric bicycle standards;government regulation is not in place,the market operation is not offside,do not grab a citizen,a reasonable allocation of road resources measures.
