The Research Of Public Bicycle Management And Service From The Perspective Of Quasi-public Goods

Central urban working conference held in December 2015 called for the construction of urban transportation and other infrastructure,which should be in accordance with the concept of the green,recycling and low carbon.As a low-carbon,energy saving tools,public bicycle should be greatly developed.Public bicycle system are rapidly developed national wide and its service system are introduced in most cities during these 10 years,Since the first introduced in Beijing 2006,Public bicycle service,in the nearly 10 years of time.With the aid of the wind of the Public bicycle become very fashionable in Beijing during the period of the Olympic,but the supporting companies gradually went bankrupt due to different factors.Hangzhou public bicycle,enjoying high reputation worldwide,was successful in management and service.However,in Wuhan,public bicycle closed its door after four years' prospect.Above all,the public bicycle management and service is still in a developing stage that we need to summarize the experience and draw lessons.Based on the perspective of quasi-public goods theory,this paper makes a comparative study on the management and service of public bicycle in Taiyuan city from five aspects.The first part,the theory analysis of quasi-public products supply.Firstly,clarify the related concepts of quasi-public products,including the definition of quasi-public products,the properties of quasi-public products,the supply models of quasi-public products pattern,etc.Secondly,make a brief introduction about the main theoretical basis of quasi-public products supply-public choice and the multiple-central governance theory.The second part,the present situation of the management and service of public bicycle in Taiyuan.analyse the main characteristics of public bicycle management and service in Taiyuan,such as,strong government leading,advanced facilities,early-formed net system,almost free-renting bicycles and the whole-day service,after the brief introduction of public bicycle service background in Taiyuan.The third part,the existing problems in the management and service of public bicycle in Through the analysis of the related information and the research of the management and service about the public bicycle in Taiyuan,this paper hold the idea that management and service exist the following problems:imperfect and urban road construction planning coordination,service network layout,financial pressure,the seriousness of the man-made damage,environment for travel and service information lag.The fourth part,the reasons of the problems in the management and service of public bicycle in Taiyuan.Although there are many factors which cause the problems of public bicycle management and service in Taiyuan,the paper thinks that the main factors are as follows:the deviation of thinking and cognition,the low operation efficiency and the single investment subject.The fifth part,the measures of improving the management and service of public bicycle.Aiming at the reasons and the problems of the management and service of public bicycle in Taiyuan,this paper put up with following methods to improve the related service:establishing rational concept of public service,including improve the recognition of the importance of public bicycle development,understanding clearly the dialectical relationship between charge and service quality;Improve the efficiency of operations,which includes innovative service means,formulate a reasonable fee system and improve the marketization level of operations;Diversification of investment subject,including the cooperative investment among the government,large enterprises and communities,encouraging citizens to participate in the investment and public service outsourcing.
