Central Asia is adjacent to the western frontier of China and is the key node of the Silk Road Economic Belt.Whether it is based on historical sources or practical considerations,Central Asia,as the core region of the Silk Road Economic Belt,is of irreplaceably geographical and political significance. The Ferghana Valley, with the highest population density in Central Asia, used to play a pivotal role in the ancient Silk Road as the transportation hub of the ancient Silk Road and the meeting point of civilizations connecting Eastern and Western cultures. The important geographical locations, abundant resources, and the most densely populated areas in Central Asia make Ferghana Valley essential to Belt and Road Initiative.Constrained by the combined effects of the closed geographical environment, the negligence of management at the junction of Tajikistan,Uzbekistan and Kyrgyzstan, the political instability of modernization and the spread of Islamic extremist ideas, the situation in the Ferghana Valley is grim. The rising prevalence of severe poverty, terrorism and intense ethnic relations have not only negatively affected the stability and development of the region, but also have caused negative impacts on Central Asia and China.By means of economic cooperation under the background of the Belt and Road Initiative,Tajikistan,Uzbekistan and Kyrgyzstan can achieve mutually beneficial and and promote the development of Ferghana Valley. It is effective to stablish the coordination mechanism such as China,Tajikistan,Uzbekistan and Kyrgyzstan("3+1")coordination mechanism for the effective governance of the Ferghana Valley to create a stable surrounding environment for Central Asia and lay a solid foundation for the implementation of the Belt and Road Initiative.
