As China is in a social transition period,all kinds of social problems and conflicts emerge in large numbers.In this context,volunteer services of Party members,as a type of voluntary service,can help solve social problems and al eviate social contradictions.Therefore,the Party Central Committee cal s on Party members to actively offer voluntary services.As a consequence,local governments all response to the call of the Party Central Committee to promote the development of volunteer service of Party members and carry out practical exploration of volunteer services of Party members.After a period of development,volunteer services of Party members gain certain achievements,but the volunteer services of Party members are still in its infancy,and there are still many problems and deficiencies.In this case,the author adopts questionnaire survey method,interview method and field observation method to research volunteer services of Party members in L District,Shenzhen City,with a view to summarizing the implementation situations of volunteer services of Party Members,analyzing existing problems and causes and offering countermeasures to improve volunteer services of Party members from the perspective of Incentive theory based on advanced experience in developing countries and regions.This thesis is composed of five parts.The first part is introduction part.The author mainly introduces research contents,research backgrounds,theoretical significance,practical significance,research methods and concept definitions.Besides,the author also organizes previous research findings of volunteer services of Party members and elaborates theoretical system of Incentive theory,which lays a foundation for consequent research.In the second part,the author introduces overall situation of volunteer services of Party members from three aspects of basic situation,brand building and service mode.The third part is a questionnaire survey on volunteer services of Party members.In this part,the author dissects basic information of Party members,volunteer service participation situation,management situation of volunteer services and Party members' recognition of volunteer services.In the fourth part,problems existing in volunteer services of Party members and causes are analyzed.It is found that the enthusiasm of volunteer Party members is not high and participation frequency is low,which is because of the lack of corresponding regulations,the shortage of service funds,the lack of volunteers' rights protection,incomplete management system,the lack of training system,evaluation mechanism,incomplete incentive system,narrow service fields and unitary service contents.In the fifth part,the author summarizes volunteer service experience in developing countries and regions.In the sixth part,the author proposes countermeasures to improve volunteer services of Party members,including releasing guidelines,increasing funding support and expanding funding sources,strengthening volunteers' rights protection,establishing complete various system,realizing diversified services,setting up service platform and exploring methods to interact with social work.
