Study On The Problems And Countermeasures Of Social Organizations Participate In Community Governance

Social organizations participate in community governance is the process of social organizations,which is the third party independent of government and enterprise,to undertake some functions of the government,to provide public service and public welfare for the community residents,and to improve the community autonomy.The participation of social organizations in community governance can make up for the lack of government function through various activities and services,promote the transformation of government functions,resolve various community and social contradictions,and realize social autonomy;from microcosmic,it can meet the needs of the increasing diversity of public services for the community residents.The Central Committee clearly stated that the social organizations and community volunteers should be strongly supported to participate in the community management and service,and to cultivate community service,public welfare and mutual social organizations to participate in community governance.Fostering social organizations that have characters of service,public welfare,social mutual aid to participate in community governance,to 2020,establish Chinese social organization management system,this system is unified registration,duty,coordination and supervision by law,in order to better participate in the community governance.Therefore,in order to achieve the goal at an early date.According to the embeddedness theory,social capital theory,the new public service theory,through the investigation of Shizhong streets of Binzhou City,according to the common problems of social organizations to participate in community governance and effective experience,combined with domestic and international experience in social organizations to participate in community governance.The questions include the lack of the role of the leading Party in the construction of the party;the insufficient support and implementation of the government policy;the credibility of social organizations is weak;the traditional mode of social organization development is single;the fund of the social organi zation,the shortage of talents.The reasons are the work of Party building is not in place;The relevant laws and regulations are not sound;the asymmetry of the social organization supply and the residents' demand,the information propaganda is not in place;the development of the social organization is lack of new meaning;the internal development motive of the social organization is insufficient.Therefore,taking the streets of Binzhou city as an example,the following suggestions are put forward to the effective participation of social organizations in community governance: to adhering to the Leadership of the Party and Strengthening Leading in the Party Building;to perfecting the system of laws and regulations;to improving the credibility of social organizations;to innovate the development model of social organizations;to improve the internal development power of the social organizations.We are committed to making social organizations burst new vitality in building a new social governance pattern of "building,sharing and co governance".
