Since the establishment of the Central Asian countries,the US human rights policy towards Central Asia has been implemented with the US foreign policy toward Central Asia.This paper mainly takes the human rights policy of Central Asia as the research object from the beginning of the establishment of the United States government from Central Asia to the beginning of the establishment of Central Asia.It analyzes the reasons for the changes in the human rights diplomacy in Central Asia and reveals the characteristics and essence of the American human rights diplomacy,and the influence on the countries,Russia and China of Central Asia.In addition to the introduction and conclusion,the rest is divided into four parts.The first part of this article mainly discusses the ideological and cultural origins and background of American human rights diplomacy.The American concept of human rights was formed by its religious and cultural factors.In addition,the Vietnam War and the Watergate incident made the American people distrust the government.For this reason,the American foreign policy of human rights was introduced to win the trust of the people to the government.The second part of this article discusses the changing course of the US government's policy toward human rights in Central Asia and the factors that affect its policy change.From the George Bush administration,the United States established diplomatic relations with the five Central Asian countries and began the humanitarian assistance to Central Asia;the Clinton administration put forward a "peace Partnership Plan" during the period of the George W.Bush administration;the "new Bush doctrine" carried out by the government of the United States in order to launch the "Color Revolution" of the Central Asian countries;the period of the Obama government.The human rights foreign policy towards Central Asia has slowed down,and Obama put forward "responsible sovereignty".The third part of this article mainly expounds that the American government has formulated different human rights diplomatic policies according to the nationalconditions of the five countries in Central Asia,and the author analyzes the characteristics and essence of the human rights foreign policy in the process of implementing the policy of human rights diplomacy in Central Asia.The fourth part of this article mainly analyzes the impact of the US Central Asian human rights and foreign policy on Central Asian countries,Russia and China.The impact of the United States on the human rights foreign policy of Central Asia has advantages and disadvantages,the implementation of the human rights diplomacy of the United States in Central Asia affects Russia's policy in Central Asia,while the United States in Central Asia affects the turmoil of the Central Asian countries and affects the development of China.The concluding part is a summary of this article.From the perspective of various US administrations,American Central Asian human rights policies are different,but they all have a final purpose,and their human rights policies serve their national interests.Central Asia has a long-term strategic strategic significance for the United States,which is an important area for the development of China and Russia,so it does not exclude the possibility that the United States will return to Central Asia in the future.
