The social development of the Central Asia resulted from the long-term contact, conflict, communication, fusion and deposit of multiple nations and cultures. Before the 18th century there were mainly the Turks-Islam ic cultural elements (Tajikistan is no included in the Islamic elements) in the Central Asia. After the 18th century Russia became the leading role in the Central Asia, and the Russian culture became the main elements affecting the Central Asian states. This influence had not been stopped strengthening and deepening until the Soviet Union broke-up. Since then, other cultures and social forces flowed in and played their roles respectively. As a traditional culture, Islam renewed and merged with Turks into a new cultural element, which affected the social development of the Central Asian states strongly. Western culture leading by the United States has been playing more and more important role in the Central Asian states with the entering of the Western forces and their cultures into the Central Asian states. The author pointed out that the future influential cultural forces would include the Russian, western in addition to the native Turks-Islam ic culture.The cultural elements as "Soft Power" have been attracting the attention of experts and scholars in the category of international relations. The unique feature of the Central Asian states' culture must influence the tendency and making of diplomatic policy. So the author tries to explain how the cultural elements affect the Central Asian states' diplomacy. The article is composed of four parts as a whole.In part one, the author shows the common characters of the Central Asia states' culture by analyzing the evolution of the nations and the society of the Central Asia: The first is the Central Asian states' Multi-Amalgamation of Culture. The author shows the colorful cultures of the region. And analyzes how these cultures affect the form of the Central Asian states' culture. The second is reliable and un-safety feelings caused by the geography of the four states. The third is Turks-Islam ic culture. This is the unique and typical feature of the Central Asian states' culture. It is composed by the influential Islamic element and Turks element. The forth is Russian factor in the Central Asianstates' culture which formed from the long-term control by Russia and the Soviet Union, so the Russian culture became an important character of the Central Asian states' culture. The fifth is the western cultural element in the Central Asian states. American and western force with their powerful cultural system has a strong influence to the Central Asian states. As a result, it adds the western elements into the culture of the Central Asian states. The last one is the nationalism in the Central Asian states' culture. There are many nations in the Central Asian states and many conflicts in its history, so nationalism of the region has a long history. As a kind of ideology and valueidea, nationalism is a part of the cultural system of the Central Asian states, and is an important element that influences the tendency of diplomacy.Part two pursues that how the culture characters above influence the Central Asian states' diplomatic policy. The first is Multi-Amalgamating Culture lead to the diplomat's omni-direction and openness. The second is the Central Asian states emphasize the importance of the Islamic and Tajik countries in the international relations because of the Multi-Amalgamation of Culture. The third is the important Russian elements in the Central Asian states' diplomacy because of the overwhelm influence of the Russian in the history. The forth is how the western cultural elements influence the tendency of the Central Asian states' diplomacy. So the western tendency in the Central Asian states' diplomacy is becoming more and more evident. The fifth, the Central Asian states have a long nationalism history, so nationalism can bring various effects to the Central Asian states' diplomacy. The last one shows the influence to the leaders and how it affects the making of the Central Asian states' diplomatic policy further.Part three is the evaluation from positive and negative two aspects to diplomacy influence of the Central Asian states' culture. The positives influence: nationalism can enhance the agglomeration of the new independent states in Central Asia; Turks- Islam ic is the advantage in the Central Asian states' diplomatic policy; the western cultural elements promote the Central Asian states' economic policy and speed the development of the countries .The negative influence: the reliable feeling makes the policy of the Central Asian states undetermined and variable; nationalism merging with religious...
