Research On The Adjustment Of Township Administrative Division Under The Background Of New Urbanization

Since the rise of urbanization in Europe and America,there have been three modes: the natural urbanization mode in Europe and America,the artificial urbanization mode in Latin America and the process of urbanization in China.The reason why China has chosen the new urbanization path is to achieve leapfrog development and achieve urbanization with much shorter time than that of Europe and the United States;the second is to avoid falling into the " latin american trap ";the third is based on China's national conditions,the agricultural population is large,the urban foundation is weak,the number of villages and towns is large and the capacity is strong.The new urbanization is characterized by the integration of urban and rural areas,integration of urban and rural areas,interaction between urban and rural areas,economical and intensive,ecological livable and harmonious development,to promote the healthy and orderly development of urbanization in China.the adjustment of town and township administrative division is complementary to the development of urbanization.The promulgation of 2014 national plan for new urbanization(2014-2020)" not only puts forward new requirements administrative divisions of towns and townships in China.New requirements have been put forward.As the most basic administrative unit,towns and townships are an indispensable part of the reform of administrative divisions.Especially in the minority areas,the social,historical,cultural,natural conditions and other aspects of the township administrative division reform has become an important factor to consider.In recent years,with the accelerated process of urbanization,the existing township administrative levels and administrative divisions have shown a lot of discomfort.Therefore,it is an important topic to study the relevant contents of the adjustment of township administrative divisions.In this context,this paper attempts to explore the adjustment of administrativedivisions on the township-related issues.Research ideas are as follows: first,the domestic and foreign literature were combed,focusing on the review of domestic and foreign research on the reform of administrative divisions.Lay the theoretical foundation for this study;secondly,it analyzes the realistic motivation of promoting the adjustment of town and township administrative divisions and the interactive relationship between the new urbanization and the adjustment of town and township administrative divisions.Third,in Huishui County,Qiannan Bouyei and Miao Autonomous Prefecture in 2013,the administrative division of Huishui County was adjusted as a model for case analysis,trying to find the adjustment of administrative divisions in Huishui County to examine the problems that exist in the administrative division of our country;fourth,on the basis of case analysis,we refine the existing problems in the adjustment of administrative divisions,such as the lack of scientific theoretical guidance for the adjustment of administrative divisions,it is difficult to clarify a series of problems such as the unclear goal of reform,the lag of relevant supporting measures for reform,and the relationship between the adjustment of towns and townships and urbanization,then it puts forward the establishment of scientific and reasonable guiding principles,timely follow-up related supporting reforms,and further straighten out the relationship between township zoning adjustment and urbanization,do a good job in the follow-up work of the administrative division adjustment and other measures,in order to resolve the current adjustment of township administrative divisions in ethnic areas in China problems.
