The Impact Effect Research Of The Fiscal Transfer Payment In Basic Public Services Equalization To Ethnic Areas Of The Western

Since China's reform and opening up,economic construction has made great achievements in our country,the comprehensive national strength significantly increased,but the ethnic areas of the western lags behind in central and eastern regions in economic development,and the ethnic areas of the western lags behind national economic development.Economic backward leading to the fiscal revenue of the minority areas are weak,coupled with the fiscal and taxes reform,making minority areas will not be able to provide effective financial support in basic public services,so the minority areas need the support of the central transfer payment funds.It is very great significance that the research of the impact effect to the fiscal transfer payment in basic public services equalization to ethnic areas of the western at present.Based on combing the related literature at home and abroad,expound the relevant theories about the transfer payment and basic public services,by building the index system to evaluate public service,using the comprehensive evaluation method,the variation coefficient,and the fixed effect model,to calculate the ethnic regions of the western basic public services,analyzed the impact effect of the fiscal transfer payment to the basic public services equalization of the ethnic areas of the western,southwest ethnic area,and northwest ethnic region.The main conclusions.First,the level of the basic public service of the ethnic region of the western lags behind the nonethnic area of the western,and the ethnic area of the southwest lags behind the ethnic areas of the northwest.Second,the overall level of public service equalization in ethnic areas is lower than the nonethnic areas,but the internal of southwest and northwest ethnic areas equalization degree is higher.Third,transfer payments enhance the level of the equalization basic public services in ethnic areas of the western on the whole,but reduce the equalization level of compulsory education and health care,and transfer payments also reduces the ethnic area of the southwest equalization of public service level,economic growth increases the level of basic public service southwest and northwest,also widened the gap between them,cause a decrease in the level of equalization.Finally on the basis of these conclusions put forward some Suggestions.
