| The report of the 19 th National Congress pointed out that the main contradiction in our country’s society has been transformed into a conflict between the people’s ever-growing needs for a better life and unbalanced development.The imbalance in the provision of basic public services in China is reflected in the huge gap in the supply of basic public services between regions across the country.Promoting the equalization of basic public services is the ultimate goal of China’s financial system reform.Transfer payments,as an important part of modern financial systems,play an important role in promoting the equalization of basic public services.It is generally believed that transfer payments affect basic public equalization by balancing the financial disparities between regions and promoting the provision of equal people’s access to basic public services in the region.However,the effect of the transfer needs further study.In order to examine the equalization of provincial basic public services from 2008 to 2016,this paper constructed a basic public service measurement index system consisting of 11 indicators in 2 levels covers basic education services,public health services,and social security services and infrastructure construction services.After standardizing the indicator data,the basic public service index and four sub-item indexes are constructed using the weighting method to evaluate the level of basic public service in the provinces.Then,measures the level of equalization of basic public services in different provinces during 2008 to 2016 by calculating the coefficient of variation.It was found that between 2008 and 2016,the degree of equalization of provincial basic public services in China was on the rise.This paper uses the provincial panel data from 2008 to 2016,and uses EVIEWS 9.0 software to empirically analyze the impact of transfer payments on the equalization of basic public services.It is found that the government’s transfer has a positive promotion effect to equalization of basic public services,but the effect on the level of basic public services in different areas is different.Based on this,this paper discusses how the transfer payment system can better promote the equalization of basic public services.In the end,this article argues: On the institutional premise,it is necessary to further clarify the relationship between the central and local authorities in order to determine their financial power relations,and in the implementation of the transfer payment system,It is necessary to clarify the basic public service equalization goal of transfer payments,encourage local governments to use more financial resources for the provision of basic public services,and finally establish and improve the basic public service performance evaluation system. |
