A Study On The Participation Of The Yuyao Communist Youth League In The Social Governance

The nineteen major reports of the party proposed a goal of the common governance sharing social pattern in strengthening and innovating our social governance,which has a clear location of the governance model of China in the future.The Communist Youth League,which is the most dynamic mass organization in China,has the ability and obligation to help the government's social governance work through strengthening the construction of its own organization and extending its social service functionThe purpose and significance of this study include two aspects: Firstly,it can fill the vacancy of the angle of the CYL organization study,which can highlight the effection of the CYL organization in social governance;Secondary,it'll guide the work of the CYL in future,through studying the connection,interaction,and development trend between social governance and the CYL work.This paper has a systematical and deep study in the CYL work in social governance,which differs from the major studies of the CYL work in social governance in China.And the research perspective is the major innovation of this paper.This paper takes the Yuyao Communist Youth League in social governance as a case,which uses a variety of research methods,like literature research method,ase study method,survey research method and so on.Firstly,this paper defines the CYL organization and social governance,and elaborates the theoretical basis of the public governance theory and the third party sector theory,which holds the view that the CYL has many characteristics of non-governmental organization,and it has a positive effection in social governance.Secondary,the paper elaborates that the Yuyao CYL in social governance includes 4 parts under the background of deepening the reform: 1.Disposing the organizational basis of the social governance construction.2.Coacervating different groups of young people in social governance.3.Taking the key work of the party and the government as the direction,making clear the key approach of social governance.4.Paying attention to the people's livelihood service project,fostering social organizations,and innovating of social governance.The Yuyao CYL in social governance has 3 achievements: Exploring the social governance model of the Internet Plus toovercome difficulties from youth division,spreading the work concept of social service and project operation gradually in social governance,and cognizing the present situation of the CYL's social function and organization construction.The paper points out that the problems of the Yuyao CYL in social function includes that: 1.The participation in the social governance pattern is not comprehensive enough.2.The organization in the social governance is lack of breadth and depth.3.And its effect is not obvious.Besides,this paper points out that the main reasons include that: 1.The basis of the CYL is not rammed enough.2.The CYL work in form and light substance.3.The function of the CYL is not extended enough.In the end of the paper,it points out 3 paths of participation in governance for the CYL: 1.To be friends with the youth and get through the channel in social governance.2.To coacervate the youth and enrich the CYL to participate in the content of social governance.3.To help the youth overcome difficulties and innovate the CYL's work pattern in social governance.
