A Study On The Functions Of Local Disciplinar Inspection Organs From The Perspective Of Anti-corruption

At present, our country’s party has made great achievements in construction of a clean and honest administration and anti-corruption, but the momentum of corruption within the party is still strong, the anti-corruption situation is still grim. To maintain the party’s ruling status, the party’s purity and progressiveness, our party should require strict discipline.As the inner-party supervision organs, the disciplinary inspection organs at all levels should unshakably supervise the party, and play a good "scavenger" role. However, now the Central Discipline Inspection Commission is still mainly singing "monologue "in anti-corruption. The local and grassroots also exists the serious corruption phenomenon, but the local disciplinary inspection organs failed to effectively perform its functions. To combat corruption without the dead angle and obtain the final victory of anti-corruption, the local disciplinary inspection organs shall fully perform their own functions, and promote the construction of the party.This paper uses the method of literature research, combing and summarizing the related research in our country and abroad; at the same time using case study method and the empirical approach, the anti-corruption function fulfillment situation of local disciplinary inspection organs of A District in Shanghai is selected as a case. In the background of the disciplinary inspection organs at all levels should "focus on the supervision and enforcement", and "turn functions, transfer mode, turn style," which were put forward by the Central Discipline Inspection Commission, there is party cadre corruption and adverse party style in A District which is under the rapid development of economy and society. Through the analysis of the functions of A District disciplinary inspection organs, exploring the existing problems and the reasons in the performance of functions of Chinese local disciplinary inspection organs. On this basis, by putting forward the countermeasures, in order to promote the local discipline inspection organs to perform its functions efficiently under the background of anti-corruption.The analysis shows that some general problems do exist during the process of performing the functions of Chinese local disciplinary inspection organs. The four functions of supervision, punishment, protection and education have failed to adequately fulfill, especially the two relatively more important functions of supervision and punishment. Meanwhile, the local disciplinary inspection organs wrongly understand of their own to some extent. The reasons include the objective aspects, such as the system is not perfect, may not be implemented, and designed unreasonably and the subjective aspects, such as personnel team construction and value concept of the local disciplinary inspection organs. These questions generate adverse impact on the whole inner-party supervision and are not conductive to the anti-corruption construction. Anti-corruption is not only the task of the commission, also needs the efforts of the local disciplinary inspection organs, It need the upper and lower linkage to form anti-corruption force. Anti-corruption cannot be accomplished at one stroke; the construction of the party has been on the road. How to make the local discipline inspection organs continuously and effectively fulfill its function is the purpose of the paper.
