For a long time,national governance has been a hot topic in the field of political and administrative research in China.Among them,campaign-style governance as a tradition of Chinese political operation,has become a difficult problem in the construction of China's regulatory government in recent years.As an important field of market regulation,price regulation is mainly regulated by campaign-style enforcement in the planned economy period.However,It is pointed out in some researches that price regulation is increasingly dependent on the general public who may report illegal clues in market and society,and individuals inside illegal organizations report violations committed by their organizations during the process of risk management in modern society.In this process,the price regulation system continuously applies all kinds of technology means,and then strengthens supervision of the market with the help of public power.This is becoming a widely used mode of regulation.This regulation mode is nested under the dual constraints of heavy law enforcement burdens and scarce law enforcement resources.It integrates the regulatory force of the state and society in a systematic and procedural way.But there is a lack of relevant empirical testing materials.Therefore,it is an important matter for us to understand the logic of national governance by exploring the evolution path,governance status,and predicament of price regulation from the practical level.At the same time,it also provides a good entry point for us to examine the governance effects of technology from the perspective of "state-society".Therefore,this research attempts to take the A County price regulation as the research object and take participatory observation,in-depth interview and literature analysis as research methods.First,it looks back the historical evolution of price regulation and meticulously depicts the organizational structure of the regulatory system which is applied by information technology.Then,it compares the operation process of initial period of the price regulation to the current from the perspective of country-society interaction.Last,it explores the existing predicament and its inherent causes from the aspect of the internal operating characteristics of price regulationThis research believes that price regulation has experienced a shift from mainly depends on campaign-style governance to technical denouncing mainly.This technology-based price regulation provides a more convenient communication platform for the state and society and helps to improve the efficiency and regularity of the country's governance during building a regulatory state.In other word,it integrates the country's governance resources and enhances conventional governance capability.However,campaign-style governance,as one kind of mechanisms,is still present,which has been conducted commonly for decades.The reason cannot be explained only by the external effectiveness,but also should be examined from the characteristics inside of regulatory agencies.The article argues that regulatory agencies tend to rely on the denouncing system as the information resource for enforcement,and follow the old-style governance mode for the reasons in three aspects,including the increasing workload and the decreasing human resource and budget,the inefficient motivation structure,and the slow personnel shift and outdated skills.As a result,all efforts for abandoning campaign-style governance or seeking for alternatives may not work unless the above three factors are resolved.
