The Logic Of Resource Allocation In County Campaign-style Governance

This research uses the governance activities of County F to create a “provincial civilized city” in 2019 as a case,based on structural theory,through the research perspective of campaign-style governance,and taking the resource allocation as the starting point.Analyze the specific ways and implemented logic of resource allocation of the basic-level government in county campaign-style governance.At the same time,it integrates Giddens’ structural theory to analyze the structural factors and subjective factors of resource allocation in county campaign-style governance,discusses the implemented logic of resource allocation in depth,and makes reflections on campaign-style governance based on the structural theory.Campaign-style governance is an universal and special form of governance in the process of modernization of national governance.In the case of high governance requirements and insufficient resource supply,how the basic-level government realizes the rational deployment of resources in county campaign-style governance has become the key to achieving high governance results.This article focuses on the constitutive factors and structural logic of the resource allocation of the basic-level government,and finds that County F mainly uses resource transformation(Powerful movement mechanism combining dynamic and static),resource mobilization(Pressure-based ideological mobilization),resource diffusion(Project-based structural form),and the method of resource evaluation(The construction of the reward and punishment system)has realized the smooth deployment of resources within the county campaign-style governance.Actors can still play the role of subjective initiative under the constraints of structure and rules.In the process of resource allocation,a logical structure of “objective structure-subjective consciousness” is formed.On the one hand,the objective social structure restricts the behavior of actors,and at the same time,there is a process of two-way interaction in practice.While being restricted by structure,actors also produce structured characteristics,and constantly regenerating new systems and structures;on the other hand,actions are reflective and active.The value choice and political pursuit of the author play an important role in the allocation of resources.To reflect on campaign-style governance from the structural theory,it is necessary to understand the structure of campaign-style governance.Starting from the characteristics of our country’s system and logic of resource allocation,optimize the reproduction system and structure,and establish a new type of normalized governance.“Involved” of campaign-style governance,flexible policies,“collusive behavior” and “theatrical” behaviors.These governance dilemmas require the construction of consensus among actors to realize the initiative of the actors and promote the construction of the governance structure by the actors,in this way,campaign-style governance has been steadily advanced towards modernization.
