Research On Emergency Decision-making Mechanism Of The Unconventional Emergencies

In recent years,frequently occurrence of all kinds of emergencies especially unconventional emergencies all over the world not only poses a great threat to people's lives,property safety and social environment,but also causes certain damage to economic development and social stability.Rapid and effective emergency decision-making can improve the efficiency of emergency response and reduce the damage caused by the event.However,in the process of unconventional emergency decision-making,emergency decision-makers face many problems,such as time constraints,lack of enough information and so on,which bring great difficulties in emergency decision-making.Therefore,it has become an urgent problem on how to ensure that the government will make scientific decisions quickly and reduce the impact maximum in the unconventional emergency situations.Based on the theory of emergency decision-making and management mechanism of unconventional emergencies,this thesis constructs the emergency decision-making mechanism of unconventional emergencies.The mechanism is intended to improve the efficiency of emergency decision-making,enhance the ability of emergency management,and provide safeguard for unconventional emergency disposal.Firstly,the basic theories of unconventional emergency mechanism were analyzed.The conceptions and characteristics of unconventional emergencies,emergency decision-making and the mechanism of unconventional emergencies were clarified.In order to provide scientific theoretical foundation and guidance for the mechanism construction,the importance of constructing the emergency decision-making mechanism was put forward,combined with the decision theory and the mechanism of emergency management theory.Secondly,the influencing factors of the mechanism of unconventional emergencies were analyzed.Based on the decision theory and the theory of emergency decision support system,the influencing factors and their mechanism were systematically analyzed,from emergency decision makers,all kinds of information made in emergency decision progress,emergency decision support system and the law of unconventional emergency.Thirdly,the framework of emergency decision-making mechanism was built.Based on the emergency management mechanism,and combined with the influencing factors of emergency decision-making,the thesis put forward the goal,principles and the participants of emergency decision-making mechanism construction,established the framework of emergency decision-making mechanism from the aspects of environment restriction,system security and operation mode.Finally,came up with specific and optimized strategies from the content and framework to perfect the mechanism of unconventional emergencies decision-making.
