The Research On The Multiple Linkage Mode Construction Of Home Care Services For Severely Disabled People In Shaanxi Province

With the increasing risk of disability and the deepening of disability,the problem of dependency on severely disabled groups is becoming increasingly prominent.As a weak in the weak,severely disabled people are faced with many difficulties in their survival and life because of their own physical functions.Home care service is an effective means to improve the survival and living status of the severely disabled.Its public nature determines that it should receive universal attention from the whole society.How to effectively solve the problem of the support of this group,improve their survival state and improve their quality of life is an imminent and realistic problem for Shaanxi Province,a heavily disabled province.In this paper,the home care service of the severe disabled in Shaanxi province is taken as the research object,and the case analysis method is adopted to write in accordance with the idea of "finding problems-analyzing problems-solving problems".First,the paper introduces the basic situation of the disabled in the province and its current home care mode.At present,there are a large number of people with secondary disabilities in Shaanxi Province,which are mainly distributed in rural areas,and most of them still rely on traditional family care to support them.The current community-based home care mode has improved the life of severe disabled people to a certain extent,and relieved the family’s pressure on their support.Secondly,the paper analyzes the difficulties and causes of the current home care mode,such as low level of home service,lack of professional service personnel,limited development ability of home service,lack of effective supervision and evaluation.The reasons for this are caused by the unclear positioning of government functions,unreasonable allocation of support services resources,and lack of effective collaboration among supporting care providers.Thirdly,the paper analyzes and draws lessons from home and abroad experience of home care service mode,with a view to provide references for the construction of multiple linkage modes below.In the end,the author tries to build a model of home support,which is compatible with the social development process of Shaanxi Province,which is coordinated with the development of the disabled-Multi linkage service supply model.In fact,the model is a kind of service mode based on the individualized home service demand of the severe disabled,with the diversification of capital investment as the channel,the advantage of the platform of the home care service association,the direct supply of the social service institutions as the service,the Internet technology,and the optimization and integration of the multiple owners and service resources.In essence,it is based on the government led,and the social pluralism participates in the public service supply operation mode to meet the diversity,individuation and sustainable home care demand of the severe disabled,and to improve the quality of life.The author systematically analyzes the present situation of severely disabled people in Shaanxi Province and the current home support model,and finds that the current model has been unable to meet the diversity and continuous home support needs of the severely disabled people.Based on this,on the basis of analyzing and drawing on the useful experience at home and abroad,we tried to construct a new model for the Shaanxi Provincial Government to solve the problem of supply support for severely handicapped people with home care,alleviate the heavy pressure of family support,and make up for the lack of institutional centralized support capacity.It is suggested that this will enrich and deepen the research of regional home care support to a certain extent,and at the same time,it hopes to provide certain reference value for solving similar problems in other regions.
