Under the background of population aging and old aging, aged care has become a major issue in the field of social security institutions for the elderly. As a traditional style of aged care, home care is confronted with a challenge due to a trend of small and core family structural changes, which weakens the capability of home care by family members. Consequently, the problem on home care for disabled older people becomes a matter of big concern. Time spent providing care is a crucial indicator to measure the amount of care service the elderly could get. It is a significant predictor for variation of capability of home care and the quantity of necessary social care as well.This thesis employs the2011-2012survey data of "China Health and Retirement Longitudinal Study", and use the time spent providing home care as the key variable. Statistically quantitative analysis is used to analyze the issue of home care for the disabled elderly in China. We found that the time spent on home care is directly associated with the disability status. Currently, disabled elderly mainly rely on their relatives (spouse) to offer in-home care, while children still play a dominating role on home care providing for old-old and the elderly with severe disability.This paper also applies the actuarial methods by constructing Supply-and-Demand Model to predict the needed time of social care service under the circumstance of increasing number of the in-home disabled elderly and the decreasing of care ability looked after by their family members (children). This article demonstrates that demand for social care for disabled will continuously growing from2015to2025. What’s more, the growth of demand for social care for disabled older adults with seriously physical malfunction is most significant. At the same time, mildly disabled elderly also need a lot of social care services because of the large number. Based on this primary results, a further discussion on is used the number of social care providers shows that the demanded number of social care service staff is more than500million in2020. Accordingly, we propose the following policy recommendations. At first, to encourage intensive home care service provision by both profit organizations and non-profit organizations in the community. At second, to accelerate human resource building for the elderly long term care service. At third, to establish and promote their own relatives caring for the elderly. Next, to encourage and promote mutual aid among the elderly. Finally, to implement the nation-wide policy of Aged Care Subsidies.
