Improvement Of The Mode Of Medical-nursing Combination In Xi'an City Under The Perspective Of Synergistic Governance

With the acceleration and deepening of aging in China,the elderly have more and more demands for medical care and pension services.The 19 th CPC National Congress has clearly put forward the implementation of the healthy China strategy,and promote the development of medical-nursing combination industry to cope with the trend of population aging.Based on the theory of synergistic governance,the mode of “medical-nursing combination” is an active exploration of the current aging trend,which attracts much attention because of its own advantages and can effectively alleviate the plight of the aged.From the perspective of synergistic governance,this paper makes a comprehensive survey on the mode of "medical-nursing combination" in Xi'an,and analyzes its rationality and effectiveness.The purpose is to promote the universal popularization of "medical-nursing combination".At the same time,we also hope to promote the formation of the endowment model of multiple subjects ' participation and achieve win-win results.Based on the literature review at home and abroad,this paper studies the operation status and characteristics of the " medical-nursing combination" model in Xi'an city,and makes clear its operational effectiveness and dilemma through the SWOT analysis.On the basis of this,the paper compares and reference the implementation effect of the corresponding models at home and abroad,and proposes a new way to establish the cooperative governance of multiple subjects in China and implement the development of the medical-nursing combination model.Through the research,it is found that the model of "medical-nursing combination" in Xi'an has four characteristics: targeted,comprehensive,pluralistic and essential.In this paper,seven typical cases of "medical-nursing combination" model in XI ' an city are selected.,which is analyzed deeply,and points out some dilemma that it faces:multi-head management,the phenomenon of medical-nursing separation is outstanding;Single supply model,it is difficult to provide quality services;interest game,the participation subject exists cooperative inertia;the coordination mechanism is deficient,the government and the social power lacks the benign interaction.Therefore,this paper clarifies the logical relationship between the various governing bodies from the internal and external systems,clarifying the rational roles and functions of each governing subject,adopt the strategy of institutional norm,main body participation,multiple supply and operation supervision,perfect and construct the mechanism of multi-agent cooperative governance and operation,which is compatible with the development of the mode of medical-nursing combination in Xi'an city,and it provides a reference for the general popularization of the mode of "medical-nursing combination" in China.
