Research On The Mode Of Combination Of Medical Care And Pension From The Perspective Of Cooperative Governance

With the acceleration of the aging process,the elderly comprehensive and diversified needs of aging services has become increasingly prominent.At present,the old-age pension is difficult to meet the needs of the elderly,which seriously affect the quality of elderly life.The state issued a series of policies to encourage the combination of medical care and pension,achieve the innovation of the supply mode of pension service,and effectively solve the old-age problem.Therefore,this paper analyzes the action strategy and mutual relationship of each participant in the combination of medical care and pension from the perspective of cooperative governance,and discusses the present situation,problems and possible reasons in the process of management practice and service supply,and puts forward relevant countermeasures,hoping to provide guidance for the promotion of the mode of the combination of medical care and pension.First of all,on the basis of carding of the current situation of the research on the field of the combination of medical care and pension,this paper analyzes the action strategy of the participants and the game and reciprocal relationship among the subjects.Secondly,through the interviews with the government,the pension service institutions and the families of the elderly,understands the different practical model of the mode,and summarise the problems and possible causes of the management and supply.Thirdly,through the questionnaire survey of the the beneficiaries of the mode,understand the perception and supply evaluation of various services.And the IPA positioning analysis method was used to sort out the service items with the advantages of supply and the need to keep,key improvements and secondary improvement services.Finally,from the perspective of cooperative governance,this paper puts forward the five cooperative governance mechanisms of multi-agent participation,encouragement,reciprocity,risk control,supervision and prevention,combining with the government 's organization,market organization,social organization,the elderly and family responsibilities,combing the specific service responsibilities of each subject,as well as the combination of health care in the system,material and technical safeguards.The important work of this study is,on the one hand,through the questionnaire survey of the service object,understand the importance perception and the service satisfaction evaluation of the elderly to the various services,and then sort out the responsibilities and improvement details of the government organizations,market organizations,social organization and the elderly family,and provide guidance for the supply direction and resource allocation.On the other hand,based on the analysis of the behavior strategy,interactive process and supply practice of the main provider,put forward the cooperative governance mechanism which the main body should perfect and follow in the future action,and provide the mechanism suggestion for the construction of the long-term cooperative network.
