Research On The Dilemma And Path Of Community Self Organizing Participation In Urban Community Governance

The field of social governance has changed a lot since the eighteen CPC National Congress.The macro system as well as the micro community governance practice is in response to the transformation of the state governance.The tension between the state and the society is released,and the basic community governance pattern of CO governance is forming.This article,taking the practice of power in the process of self organization participation in community governance in the T community of Chongqing city as the research object.By case analysis and interview,we analyze the logic of self organizing power generation and evolution in the community multi governance pattern,and solve the problems of the self organization participation in the process of community governance.we take the practice of community governance in T community as a situational response to self-organizing participation in community governance innovation.Specifically,this article includes four parts.The first part focuses on the problems and significance on the study of this article.This article is mainly about the self-organization participation in the community governance process.As the soil of the community public domain by Habermas,self organization is a very important community participation force,and it also plays an important role in community mobilization and community integration.This part mainly introduces the characteristics of social cooperation theory and the theory of public sphere,the generation mechanism in the process of governance and the theoretical basis of cooperative governance of multiple subjects in communities.The second part studies the evolution and situation of the self-organizing development of the T community in Chongqing,and takes the evolution of the community form as the clue to introduce the development status,the role mechanism and the staff composition of the self-organization of the T community in different period.The development types of community self-organization are divided into selforganization of community decision making,self-organization of culture and education,self-organization of voluntary and service.According to analyzing the logic of various self-organization power,it can be found that the interactive relationship between decision-making and government is the most frequent.Based on the legitimacy of the original organization and relying on the community residents' self-awareness of community affairs and the rationality of accessing rights,decision making self-organization of community gets the opportunity to make value exchanging with the government.Because of the need of the community's public resources,the self-organization of the culture and education had to depend on community elite.After the government discourse system is isolated from the resident discourse system,the self-organization of the culture and education is gradually divorced from the government,and its autonomy has been enhanced.Voluntary service organizations has realized the interests growth by giving up part of autonomy,and have got the chance to communicate with the government.And it is trying to reverse the disadvantaged position about the distribution of community power.The third part,based on the problems faced by the T community self-organization participation in the community governance process,we put forward the rebuilding path of power in the process of self-organizing community participation.The problems presented mainly include the low level of self-organization,unclear division of the responsibilities among community organizations,the loss of organizational subjectivity crisis,the failure of "self-organization" system under institutional intervention,the elimination of organizational "acquaintance" culture and the "blank" of the post unit community culture,in five aspects.From the government and community self-organization themselves,the idea about the path of power rebuilding is proposed,which includes the situation reconstruction of power operation at the government level,the change of the government discourse system,the promotion of categorization organizational participation capability,the implementation of the project system,the realization of the cooperation between the government and society,the innovation of administrative supervision and approval system,the "loosening up" for the community self-organization development,the realization of multidimensional integration of community the organization and power.From community self-organization itself,it is necessary to avoid the dilemma of collective action,to seek the change from rights to power,to realize the "self rebuilding" of power,and to return to the essence of publicpower directed by civil rights.The fourth part puts forward the conclusions and prospects of this study.This paper finds that the formation logic of cooperative governance is the static balance formed by internal force and external tension between the government and the community organizations.The main body of the external tension,as the traditional power,is the government,owning lots of resources and the power of the discourse and the distribution of interests.The internal force shows that the organization itself has the elite power,the institutional power and the organization power.The balance of the two forms a static and harmonious relationship between the government and the society,that is,the cooperative relationship between the government and the social organization.They can realize re-engineering power of community organizations in the balanced process of government and community organizations.
