Research On The Practice Of Community Micro-governance From The Perspective Of Residents’ Participation

The report of the 19 th National Congress of the Communist Party of China clearly emphasized that the focus of social governance should be shifted down to the grass-roots level.The report on the work of the State Council in the 20 th year again emphasized the need to improve the function of community services,and community governance became the focus of attention.Community micro-governance is a refinement of community governance,a process of self-participation and self-management by residents in response to community problems,and a governance method of voluntary service based on the form of Party building and the support of community autonomous organizations.Community micro-governance can mobilize the enthusiasm and participation of residents,solve problems among residents through the people,and fundamentally solve contradictions.Therefore,community micro-governance is one of the most effective means of community autonomy,and also the most direct way for community to interact with residents,which can truly give play to residents’ sense of "ownership".Based on the paradigm of structural functionalism and the analysis and application of "structure-process" analysis framework by domestic scholars,this paper constructs a "structure-process-feedback" analysis framework based on the actual situation of communities.The research adopts case analysis method,through the in-depth investigation and interview of Yongchang Community of Wuhai City,in terms of structure,the main body of the community includes the community and residents.The external manifestation is the radiate governance form connecting residents with the community as the center,and the internal manifestation is the group organization led by the Party member to solve the community problems.In terms of process,a four-step standard process of team building,problem discovery,operation and execution,and result feedback should be adopted to deal with the four aspects of "micro-organization","micro-platform","micro-action" and "micro-incentive",so as to form channels for residents’ effective participation.In terms of feedback,feedback is carried out from the perspective of community and residents,and the effectiveness and superiority of the interaction between the two are tested on the overall level.Through the analysis,the article concludes that through the participation of residents and the cooperation between residents and the community,the contradictions in the community can be resolved,and the residents’ mobilization power is also enhanced.To strengthen the motivation to participate in action,so that their own needs are guaranteed and realized;The degree of cooperation between the community and residents is improved,and the progress of internal community autonomy is relatively smooth.In addition,this community micro-governance also has some limitations: lack of guidance in governance concept,lack of connection in practice;The age differentiation is more serious and the professional degree of residents is low.The governance resources of community micro-governance are limited,and the autonomous rights of communities and residents are lacking.In the end,the article also puts forward constructive suggestions on the above limitations from three aspects of forerunnerability,main means and inevitable choice,and six concrete contents of guidance and publicity,cooperation and participation,incentive and training.
