Study On The Improvement Of Governance Efficiency Of Local Government Under The View Of National Governance Modernization

With the rise and development of new public management,the field of public management has experienced the new public management movement by improving efficiency and management that oriented results,and the governance movement that focuses on multiple subjects' participation and cooperation.The local government has played an important role in these two movements.This theory not only pays attention to the governance change of the its level,but also pays more attention to the governance of the local government.Focusing on the governance reform of our country,the general goal of the reform is to improve and develop the socialist system with Chinese characteristics and to promote the modernization of the national governance system and governance capacity in the third Plenary Session of the 18 th CPC Central Committee.As the foundation of the modernization of state governance,local government is the key implementer and practitioner of the strategy of the modernization of state governance.The local governance affects the local government's image and credibility,cohesion and inspiration,even the achievements of the most direct reflection of the modernization of national governance.The governance efficiency of the local governments can directly reflect the local government's ability.The performance of local government governance plays a decisive role in economic development and social progress which reflects the inherent requirement of government governance and determines the speed and quality of local political,economic and social development.Therefore,the study of the governance effectiveness of local government both has theoretical and practical significance.In this paper,the modernization of national governance deepen the understanding and grasp of local government performance,from the perspective of the management effectiveness of local government as the research object,which use literature analysis method,comparative analysis and case analysis.It starts from the Research on the government to explore the management modernization of government guidance,the theoretical logic of carding,performance of the construction of China's local governance achievements,problems and reason analysis,the existing experience,foreign debugging suggestions as the focus of study,through the interpretation of the concept of modernization of national governance and local governance efficiency which hope to provide a theoretical framework and practical suggestions on the reform path the development of Chinese local government governance efficiency.
