The “Village-to-Community” communities came into being with the urbanization process in China,it is the result of the joint action that is led by the government,promoted by other social forces and the farmers' own development aspirations.And it is different from rural villages and urban communities,it is a kind of transitional community from rural villages to urban communities.What's more,the work of “Village-to-Community” is mainly led by the government,and promoted by other organizations.On the surface,it only changed the farmers' relationship between household registration,collective property rights system,the management system including self-organizations and so on,but in fact,it is the overall reform of the distribution model of farmers' vital interests and rural governance structure.Not only is the community governance of “Village-to-Community” an important measure to promote the integration of urban and rural areas,but also a key to pushing the construction of communities' governance system and the focus of social governance down to the grassroots level.Therefore,its governance effect is particularly important.It selected the “Village-to-Community” communities on L Street of Tianjin as the analysis object,it analyzed the main measures such as the institutionalization of management mechanism,fine-grid management,the democratization of the construction of Grassroots Party organization,the specialization of talent team construction,and the modernization of living environment in the community governance of “Village-to-Community” on L Street,and it fully demonstrated the features of governance such as the complexity of the governance situation,the stabilization of the elite-dominated governance,the normalization of the grid-based management model,the diversification of democratic collaborative governance and so on.Although the governance of “Village-to-Community” communities on L Street has continuously improved its level,standardized its order,consolidated its results,guaranteed the quality and improved the conditions.However,its governance still faces many problems.And these issues mainly include the fact that the power ofgovernance is highly concentrated on the elites,the difficulties left over from collective economic reform,such as unclear quantification of assets,ambiguous definition of organizations' members,relatively closed and lagging the operation and management of the organizations,and unscientific organizational settings within the organizations ect,it also has other problems,for example,there is the lacking of the trust and participation of residents in the construction of relationship networks of governance,the boundaries between the power and responsibility of multiple entities of governance are blurred,what's worse,in the development of self-organizations,its own role is limited and the tendency of development is weakened.And there are many reasons causing these problems.For example,the institution of power and the legal system of organizations are incomplete,the elites-charismatic governance is relatively single and uncultured,the consciousness of the main body of governance is weak and their sense of belonging is low.The multiple entities of the system of governance is chaotic,the development and integration of the self-organizations is inadequate.Thus,the governance of “Village-to-Community” communities on L Street needs to promote the following work: first of all,improving institutional design and legal systems of governance,including optimizing the model of power and the mechanism of the elites' governance,defining specification of collective ownership reform and regulating the law on organizational functions,powers and responsibilities;secondly,improving closed the methods of governance,it is necessary to improve the model of collective economic organizations' governance,but also to strengthen the construction of professional personnel teams through multiple channels;thirdly,building a network of governance relationships for residents' trust and participation,while cultivating residents' awareness of participation in governance,we must also improve the professional governance's ability of Neighborhood Committees and strengthen the guidance of the functions of communities' service;fourth,setting up a framework for multi-agent cooperation and common governance,it should fully play a leading role on Grassroots Party organizations,straighten out the relationship between the sub-district offices and neighborhood committees,clarify the functions of organizations such as politics,society,and economy.And it is also necessary tostrengthen collaboration between communities and social organizations.Last but not least,strengthening self-organizations' own capacity building,and enhancing the support and protection of communities for self-organizations.
