Research On Community Governance Under The Participation Of Multiple Entities

With China's reform and opening up and the socialist market economy system construction practice,unit system of our country and the weakening of the growth of civil society makes the basis of the relationship between the government and society changes,the relationship between the two is experiencing the history from vertical control to the transverse interaction change,the subject of community governance began to diversify the direction of community self-government organizations,non-governmental organizations and community residents has become an important force to participate in community affairs governance.But there are also some new problems of community governance,community is still very weak strength how to implement community governance model innovation,how to coordinate the relationship between various governance bodies,to explore the community governance model established on the basis of the interaction between the government and the community,is a very important theoretical and practical significance for the construction and development of community.This paper uses governance theory as the analytical framework,we selected three Panlong District of Kunming city Longquan Street office within the jurisdiction of the representatives of the rural community,the unit community,modern city community,Bowen Xinglong,Panjiang community as the research object.These three community models basically represent the community types in Kunming city.Through the comparative analysis of three different types of community,pointed out that whether the rural community,community-based units or city community has initially formed a multi governance pattern,the government,community residents,community organizations,community residents area units,as the representative of the multi subject in providing community public products and service in the play some positiveEffect? On the other hand,the three different types of problems directly affect the smooth progress of community construction and the development of grassroots democracy.One is the role of government "offside",the community committee administrative tendency of community workers to heavy administrative affairs to better organize the community residents' autonomy;two is the community party organization intervention community work,to some extent inhibited the neighborhood autonomy;three is the foundation of autonomous community is still relatively weak,the legal entity loss of the status of lack of funds,lack of personnel has become a constraining factor in the neighborhood to carry out work;four is the slow development of social organization,can not fully play its role for government failure "and" market failure ";the five is the lack of resident participation,internal motivation of community development is still to be developed;six area units community participation is still passive,mechanism of resource sharing,were stationed in the building are to be established and perfected.Aiming at the above problems,this paper try to find the causes of the problems,and according to the party's eighteen important on accelerating the social construction of the deployment and development of grassroots democracy is discussed,combined with the basic value orientation of governance theory,from the transformation and optimization of community multi governance main body role perspective,put forward ideas for future development of community.First,community governance can not be separated from the government.The government should change their concepts and functions,rationalize the relationship between the government and the community,the scientific orientation of the role of government in the community,the mechanism of quasi administrative innovation community,realize the government administrative management and grass-roots autonomy connection and positive interaction between the second,community governance of civil society is the foundation and guarantee.To strengthen community self-government organizations,social organizations,community empowerment,foster and enhance the driving force of the community itself,to improve the legal environment,establish a sound long-term mechanism of community cooperation governance,to achieve the sustainable development of communities.This paper argues that the government combination of good governance and community autonomy,not only strengthen community functions,but also conform to the trend of democracy,will promote the development of China's new community construction and modernization of socialist democratic politics to a higher level.
